  3. Step 2 Proposed amendment is sent to the states

  4. Step 3 State legislatures choose to ratify (accept) or reject the amendment

  5. Step 4 ¾ of the states must ratify the amendment for it to be added to the Constitution ¾

  6. Why do so many people have to vote to amend the Constitution? So that small groups cannot make changes that most people do not want!
