  4. Step 3 The proposed amendment is sent to the states If ¾ of the states ratify the amendment then…

  5. Step 4 The Amendment becomes part of the Constitution. ¾

  6. *If any step does not pass the amendment, the process stops. *

  7. Why do so many people have to vote to amend the Constitution? So that small groups cannot make changes that most people do not want!
