  2. Offending profile • High levels of acquisitive crime • Periodic increases in burglary and robbery • Apparently high rate of sexual offences (many historic) • Relatively low rates of car crime (h/c CCTV) • Relatively high levels of VAP (violence) • Ditto levels of public disorder (NTE)

  3. Sentencing patterns • Total number of PSRs = 626 (2011-12) • 93% concordance rate (97% comm sent) • High % rate of custody for women (17%) offenders in WMPT • Greatest volume of ATRs (high % alcohol misuse) • Currently highest % of CP (n=102) in WMPT

Offender profile • 581 Offenders across Shropshire (11% women) • 70% Community Sentences (n = 349) (10% Suspended Sentences (inc in above) • 29% Young Offenders (n = 168) • 15% Custodial (n = 143 ) • 8% Licence (n = 89) • Age profile – Even dist (women) highest volume of men in the 26-39 age (190).Only 7 > 65 yrs.

ESSpecially 4u • IOM Cohort – target for high intensity support • & nominals not included in cohort • Post intensity - transition management, low intensity or mentor support/ signposting to community resources • Young offenders - transition management, via T2A • Targeted use of mentor / wrap around for Tier2s

Implications for commissioning • Volume of community sentences declining • Accredited programmes for niche markets • Volume producer includes Spec Act – rationale for DAAT funding core offer • Intervention beds for high intensity Class A • SAC – targeting NTE/ disorder and Breach • Commissioning new programme for VAP? • Women at risk of custody provision? • Women with offence related needs?
