  2. Hungary and Hungarian Higher Education (HHE) Population: 10 million HHE enrollment: before 1990 < 10% of age group at present ~ 40 % of age group HHE Students total: ~ 400.000 (half state funded) Legal background: HE Law in 1993 and 2005 HHE Institutions: ~7 HEI/ 1 million inhabits

HAC:external Q evaluation and accreditation HHEI: key performers in quality of the „product”, responsible for internal Q Assurance Faculty: determinesQ of teaching and research Students: acceptandreflectQof teaching Labour market: labels Q of HEIs, employs graduates Media: reports Q and publishes HE ranking Europe: Bologna, EHEA, ESG, ENQA

  4. HHEI quality management:HE Act + ESG based • HHE Act: „The HEI operates an internal QA system. • The HEI prepares quality development scheme. It specifies the process of operation, like the execution of management, planning, control, measurement,assessment, and consumer protection related tasks, regulates the rules pertaining to the evaluation oflecturer performance by the students. • The HEI annually revises the implementation of theQdevelopment scheme, results of action plan and publishes its findings on the website.” The HHEIs carry out intensive, broad, competitive PR activity for new students with a lot of information.

  5. HAC • Independent (only) national body. Its external inst-ruction are forbidden by law. Funded by Parliament. • Its resolution (decision) is legally an „expert opinion”: yes or no with argumentation, not to overwrite. • It’s sent to the claimer (HEI or ministry) and is published on the website www.mab.hu. (Except: pr.) • There is an independent HAC appeal board (with 3 members). Its resolution is also public. • Legal decision comes effective through minister(ial organs). In 2 cases (establ. HEI and doctoral school) HAC’s opinion is binding for the Minister. • HAC activity and decisions are yearly published in a series of printed reports (appear on website, too).
