Urban and Regional Co-operation The Institutional Framework Until the start of the HEAVEN project there was no organisational framework in which the different institutions with task on traffic related air pollution, were meeting on a regular basis • Main actors concerning Air Quality • Local, regional, city-region and province • Main actors concerning traffic • Local, city-region, national, and province • Main actor concerning health • Local Now all on the HEAVEN Steering Committee and Working groups Additional partners: Rotterdam City Development Corporation Private parties: Goudappel Coffeng, TNO

The situation before HEAVENTraffic measures / air quality measurement • No mechanisms to generate (short term) traffic measures based on air quality measurements • Present Transport Environment Chart (TEC) used for yearly reports and demand forecasting for medium and longterm forecasts • Citizens directly contact departments for questions • No platform based on near real time information

  8. Necessity for Urban AND Regional Integration • Air pollution does not stop at city boundaries • Day-to-day responsibility for traffic, roads and environment often has strict institutional boundaries • Commitment stakeholders needed from the start of the project

  9. The HEAVEN DSS in Rotterdam In Rotterdam the Environment Information Platform (EIP) and Traffic Environment Chart (TEC) systems will be operational. The EIP and TEC operate separately, but their functions are complementary and are both needed to complete the DSS
