  2. Session Objectives By the end of the session, participants will be able to: • Describe the purpose of the ClASS framework • Review the main objectives of the ClASS assessment • Describe each phase of the ClASS process • Name the 5 ClASS modules

  3. Purpose of ClASS Framework • Assess capacity of USG-supported HIV/AIDS programs • Identify technical assistance needs and available resources • Facilitate a process to determine readiness for transition of programs to local leadership • Adapt to country and program specific needs

  4. ClASS Assessment Objectives • Specify areas of system strengthening to enable organizations to enhance and sustain their service delivery • Ensure that organizational systems, policies, and procedures are in place to accomplish program goals and objectives • Assess the organization’s capacity to provide the funded services and to manage funding • Assess the quality of services and care provided to people infected with HIV/AIDS where applicable.

  5. The ClASS Process • Phase 1: Initiation & Scope • Phase 2: Planning & Preparation • Phase 3: Implementation • Phase 4: Reporting & Evaluation • Phase 5: Technical Assistance & Action Planning

  6. Phase I: Initiation & Scope • Funder collaborates with implementing partners • Develop together the scope and purpose for the assessment

  7. Phase II: Planning & Preparation • Develop workplan • Coordinate logistics • Recruit team members • Conduct conference calls • Collect documents

  8. Phase III: Implementation • Conduct opening session with funder and implementing partners • Conduct assessments • Conduct closing session with funder and implementing partners

  9. Phase IV: Reporting & Evaluation • Document findings and develop recommendations for improvement • Draft report and solicit input from partners visited • Collect participant feedback on trip process • Finalize report and disseminate to key stakeholders

  10. Phase V: Follow-up & Technical Assistance • Facilitate development of a capacity action plan • Identify existing technical assistance resources • Monitor progress to achieve capacity targets

  11. The assessment highlighted, in a very practical way, areas that required improvement and offered some very constructive suggestions.   14. Modules (1) • Clinical Assesses comprehensiveness and quality of services provided at treatment sites. Also assesses organizations’ management capacity to oversee provision of clinical services • AdministrativeAssesses organizational capacity and management systems

  15. Modules (2) • Financial Assesses fiscal systems at both the treatment facility and organizational levels • Leadership and Management Assesses leadership, management, supervision, policy & advocacy • Counseling and Testing Assesses HIV Testing and Counseling (HTC) services

Key Points (1) • The ClASS framework is designed to assess the capacity of PEPFAR-supported programs and to facilitate a process to determine transition readiness. • Five core modules (administrative, financial, clinical, management & leadership, and counseling & testing) are used to conduct a comprehensive assessment of the quality of the organization’s current services and its capacity to manage grant funds.

  17. Key Points (2) • Modules are not checklists but rather guides for reviewers and a reference for writing the final report. • Each module has a list of open-ended questions that may be modified according to context/program need.
