  1. Why Do an Information and Communication Management (ICM) Strategy? Gashaw Kebede

  2. Overview • What is ICM? • Why is ICM important? • What is ICM strategy? • Why is ICM strategy important? • Key activities in ICM strategy development and implementation

  3. What is ICM • ICM is the process by which an organisation efficiently plans, acquires, organizes, transforms, uses, controls, communicates, disseminates and disposes of its information, communication and associated resources • ICM comprises the management of all activities and resources related to information and its communication within and outside the organisation

  4. Why is ICM important? • A means for organisations of all types and sizes to exploit the value that information has for making informed and timely decisions and solving problems • Almost all organisational activities have informational components and depend on timely, accurate, usable, and relevant information • Information is now widely recognised as one of the critical organisational resource like finance, personnel, raw materials and equipment

  5. Why is ICM important? • Studies have shown that • Corporate executives spend more than 20 hours a week looking for information • Middle managers spend up to 25 percent of their time searching for information required to do their jobs • Knowledge workers spend from 15 to 35 percent of their time searching for information

  6. Why is ICM important? • Organisations need to have well resourced and efficiently operated ICM units such as libraries, documentation centres, information services, publication services, communication units, public relations units, registry, multimedia collections, data centers and similar others

  7. Why is ICM important? • Studies have shown that • Higher proportions of (ranging between 40 and 84 percent) managers felt that information provided by their company’s information services led them to better decisions or made them consider a new dimension or handle some aspects of the decision-making situation differently

  8. Why is ICM important? • Studies have also shown that • Organisations without dedicated information systems and services (e.g. libraries, management information systems) spend about 2 to 4 times as much to acquire information as organisations with in-house information systems and services • It is 2.3 times more expensive to provide information from outside sources than from an in house information systems and services

  9. Why is ICM important? • To be well resourced and efficiently operated, ICM units need: qualified human resources; information and communication technologies and networks; information systems and applications; information sources; other physical facilities; and ICM strategies • Of these, ICM strategies have an overarching role in the process as they guide the identification, selection, implementation of the required information and associated resources in the organization

  10. What is ICM strategy? • ICM strategy is a plan of action or roadmap designed by an organisation regarding the objectives, processes, and resources to effectively and efficiently acquire, utilize, and communicate information to achieve the organisation’s goals and objectives

  11. What is ICM strategy? • ICM strategy is the expression of the intentions, decisions and commitments of the organisation about information and ICM • It may be a standalone strategy, or it may constitute part of the organisation’s overall strategic plan

  12. Why is ICM strategy important?

  13. Why is ICM strategy important? • Alignment of information activities/ resources with the objectives and directions of the organization Specific benefits of having an ICM strategy (I) Ensuring integrated and informed technology and system acquisition, deployment, and utilization • Elimination of unnecessary duplication of information activities and resources • Capacity identification and development Enhancement of internal and external collaboration for information sharing

  14. Why is ICM strategy important? • Establishment of monitoring and evaluation of information activities • Improvement of access to information locally generated and held elsewhere Specific benefits of having an ICM strategy (II) • Ensuring resource allocation for information activities • Enhancement of information and knowledge development, flow, preservation, use, exchange, and impact • Integration of all information activities and resources

  15. Key activities in ICM Strategy Development and implementation

  16. What is stopping organisations from developing their own ICM strategy? • Never thought about it • Lack of skills • Do not know where / how to start • Lack of awareness of the value of information and ICM strategy • Idea that it is a time consuming process • Not enough support from top level management • What’s stopping you?
