  7. eHealth Business Modelling - epSOS Industry Team point of view CEF focus point #1 CEF in eHealth should providea policy focus for deployment and operational governancefor cross-border eHealth information exchange

  8. eHealth Business Modelling - epSOS Industry Team point of view CEF focus point #2 CEF in eHealth should foster the synergy with national and regional eHealth projects Depends on + interconnects with but does NOT include them Just like for “road connectivity” across Europe, it is only about “connecting roads” between the countries

  9. eHealth Business Modelling - epSOS Industry Team point of view CEF focus point #3 CEF funding instruments should be catalysts for sustainability (not fund related research or pilot projects)

  10. eHealth Business Modelling - epSOS Industry Team point of view CEF Scope Establish and sustain a cross-national eHealth information exchange backbone

  11. eHealth Business Modelling - epSOS Industry Team point of view • Establishing and sustaining that is about: • Ensuring that cross-border services offered deliver value • Promoting the use of these services • Oversee cross-border services policies and operations • Approving/maintaining interoperability specifications including the shared health information knowledge (not developing) • Testing implementations and production systems in PN that interact cross-border for conformance eHealth information Xchange backbone

  12. eHealth Business Modelling - epSOS Industry Team point of view • Establishing and sustaining that is NOT about: • Building a European-level eHealth IT infrastructure (beyond the internet) to store and route European citizen health information flows • European-level software development (one lesson learned from epSOS) • Harmonizing European health information semantics eHealth information Xchange backbone

  13. eHealth Business Modelling - epSOS Industry Team point of view • CEF should have clear accountably on operational results • Create a dependency on outcome between the fund applied to central activities and those applied to foster implementation within the EU Countries • Only testing should be funded centrally • Other central funding should be minimized (only coordination tasks) • Participating nations should receive complete funds only after their services are operational Clear accountability of CEF funds
