  1. eHealth • Per Erlend Hasvold • Section Manager - Home Care and Personal Health Systems • Norwegian Centre for Integrated Care and Telemedicine (NST) • University Hospital of North Norway HF (UNN)

  2. eHealth • current use of the term: use of ICT for practicing or using health services, as well as accessing or collecting health information • politically related to the eCitizen term

  3. “…eHealth saves lives, saves money, improves the health of individuals and the population at large; strengthens health systems, promotes equity and social justice, and does much more besides. Its strategic application by governments reflects the latest and best ideas, innovations and ambitions for progress in public and individual health.” • WHO and ITU National eHealth Strategy Toolkit

  4. WHO & ITU National eHealth Strategy Toolkit • develop vision: why?, what?, and how? • part 1: develop national eHealth vision • part 2: develop national eHealth action plan • part 3: develop national eHealth monitoring and evaluation systems

  5. Champions of eHealth • Denmark: national portal sundhed.dk provides access to information and services, as well as access to personal health record • Estonia: rich set of eHealth services available through the X-Road infrastructure

  6. eHealth in Norway • regularly revised government strategies for use of ICT in healthcare - professional systems as well as public services • Norwegian Health Net infrastructure • national portal: helsenorge.no • slutta.no - smoking cessation • “One citizen - one record” Government Report - changes the laws and creates a new vision of interoperability of infrastructures, services, and participation

  7. the big challenge • today: 1 out of 6 students in secondary school is educated into a health or care profession • 2035: 1 out of 3 students must be educated into a health or care profession in order to deliver the same services in the same way we do today • changes in demography, more people will live with complex medical conditions, increase in number of people with a chronic condition • the biggest problem in healthcare in Norway is not money, but access to human resources

  8. related topics • mHealth: mobile services, apps, new business models (combined with micro financing, micro insurance), distributed access to care and management of health • pHealth: personal and personalized services, sensors, wearables, tailored motivation and feedback • Health 2.0: social networking and welfare technology • i.e. enabling self management, patient empowerment, citizen-centered health and care services, pro-active services

  9. future • now: informed patient through access to health information on the web • future: patient has tried health services through apps and eHealth; some health workers provide services through apps • future: patient is a member in a coordinated and interoperable team of health and care service providers

  10. future • stronger focus on prevention of disease and of secondary problems - i.e. pro-active care • self management and empowerment for the patients who have to live with a chronic disease • even the most severe chronic patients are 99,98% of the time on their own, making all the important decisions affecting their own current and future health - eHealth needs to support this reality

  11. (some) examples of eHealth-projects at NST • slutta.no - smoking cessation, tailored motivation • diabetes diary - app for self management, learning through data from your own lifestyle (diet, insulin, activity, blood-glucose values), Android (soon also on iOS) • sjekkdeg.no - understanding risk behavior related to sexually transmitted diseases, gamification, avatars • erdusyk.no - register symptoms and find probable explanations depending on realtime prevalence of diseases in your region • rehabilitation projects: COPD - treadmill, pulse-oxymeter, iPad, video conference with physiotherapist; and cardiac patients (ikkegideg.no), tailored feedback and motivation for prolonged adherence to exercise program • VictoryaHomes - use of the Giraff telepresence remote controlled robot, and integration with mHealth services for relatives and other support persons, independent living • access to your own medical records through the helsenorge.no portal
