  2. Context • Outputs of the 22-24 Nov 2002: “Bangkok Consensus” • Learnings from Geneva to Buchrest; limits and possibilities of the Tokyo Processes STRATEGIC OBJECTIVE Access and equity of Asian CSOs to the Tokyo processes: inclusion and meaningful participation

  3. General Strategies 1.INCLUSION VIA ‘LEGITIMIZATION’. Building legitimacy by strategic positioning of the Bangkok consensus as a serious civil society contribution to WSIS Asian meeting • Official communication to Tokyo point persons & other key WSIS people; Report and/or Statement to be submitted within one week • Build relationships with key people (strategic role of Japanese CSO Caucus) • Assert role as de facto “CS Division” for the Tokyo meeting

Steady build-up of CS stakeholding and continuous refinement of content through identified venues of CS convergence: • CONGO conference (10-13 December; Bangkok) • Internet Rights workshop at the Asian Social Forum (Jan 3 or 4; Hyderabad) • Civil Society Pre-Meeting Workshop “Side Event” (11-12 January, Tokyo) • Others…

  5. General Strategies 3.INCLUSION VIA ORGANIZATIONAL CONSOLIDATION. 3.1 Convening of Working Groups: • Content: Consolidation and drafting of statement/s and positions • Communication & Outreach. Internal information center, external communications • Financing. Resource mobilization & mgt • “Engagement”/Lobbying. Frontline work w/ formal WSIS structures, key persons • Coordinating/Steering Committee??

  8. General Strategies 3.INCLUSION VIA ORGANIZATIONAL CONSOLIDATION. Organize! 3.3 Set-up internal communication system • Documentation of Bangkok consensus points > website? • Mailing list: Process the “folding-in” of PrepCom1 Asian CSO Caucus mailing list with the Bangkok participants list

Immediate Tasks • Audit of participation plans for Tokyo (and other meetings) of CSO reps • Constitute Working Groups (+ convenor) • Nomination of representative/s of the Bangkok Consensus (1-2?) • Agree on process and timetable for finalization of Statement for submission • Approval of basic substance • Drafting/Editing/Styling • Gathering of CSO endorsements • Activation of Asian CSO mailing list + National level engagements

  10. Other Recommendations • Secure funding for one regional point person > networking, information management (seek funding also for face2face meetings) - • Develop online space/website • to share information on national initiatives; • Compile stories of CS initiatives/ experiences in area of ICT and social change • Awareness-raising: targeted and coordinated electronic bulletins, dissemination of print materials • Run trainings on lobbying and advocacy
