  1. Labor/Management Uniform Working Group Recommendations (DRAFT) International Association of Fire Fighters, Local F121 National Capital Federal Fire Fighters

  2. The Working Group • Labor & Management met in an informal setting to discuss a number of concerns. Chief among Management’s concerns was the uniformity in appearance among the NDW F&ES. • Chief Stillwell decided to establish a “Working Group” to submit recommendations to him for his consideration. • A working group was created with an equal number from Labor and Management. • Labor is represented by Jerry Church (Pax), John Smith (Indian Head) & Greg Russell (USNA). Management is represented by BC Jackson (USNA), BC King (Central) and BC Pepoli (IH/Dahlgren). • The “working group” has developed a tentative style of uniform. The exact shirt colors have yet to be determined. • Members will be able to express their opinion through an online vote.

  3. Classes of Personnel • The Working Group decided to break down the uniforms by classes of employees. Classes may share some or all of the uniform items. Those classes are as follows: • Fire Fighter (GS-7 & Below) • Fire Lt / Capt (GS-8) • Fire Inspector / Training Officer (GS-8 / GS10)

  4. Uniform Shirt Specs – All Classes • Generally, the shirts selected shall meet the following criteria: • Shoulder Epaulets • Scalloped Pocket Flaps • Badge sling • Permanent Military Crease • Permanent collar stays for a neat , professional look • Machine wash and dry

  5. Suppression: Fire Fighters (GS-7 & below) • The preliminary recommendation for Fire Fighters, GS-7 & below, is either a light blue or dark blue uniform shirt, short & long sleeve, as shown. • Members, in the class listed, will be able to vote for their preference via the local’s online secure voting system

  6. Suppression: Lt/Capt. (GS-8) • The preliminary recommendation for Fire Lt / Capt, GS-8, is either a white, light blue or dark blue uniform shirt, short & long sleeve, as shown. • Members, in the class listed, will be able to vote for their preference via the local’s online secure voting system

  7. Inspectors & Training Officers (GS-8 / GS-10) • The preliminary recommendation for Fire Prevention / Training Officers, GS-8 / GS-10, is either a light blue or white uniform shirt, short & long sleeve, as shown. • Members, in the class listed, will be able to vote for their preference via the local’s online secure voting system

  8. Uniform Pant Specs (All Classes) • Generally, the pants selected meet the following criteria: • Pants shall be Navy/Dark Blue in color • Reinforced stitching at all stress points • French fly for durability and a sure fit • Extra-wide 1-3/4" belt loops • Solid brass zipper

  9. Uniform Pant – All Classes • The preliminary recommendation for all bargaining unit members (non-management personnel) is the pant shown to the left. The 6 pocket pant (right) shall be optional for personnel performing suppression or EMS duties. However, this does not include Inspectors or Training Officers during their normal 8 hour duty days.

  10. Uniform Belts • The preliminary recommendation for belts applicable to all personnel shall be as shown. • 1 ¼” to 1 ½” Black leather Garrison Belt • Black Nylon Harness/Rescue Belt

  11. Job Shirt / Windshirt / Sweatshirt • The preliminary recommendation for Job Shirts, Windshirts and Sweatshirts for all personnel shall be as shown: • Navy Job Shirt – Denim collar / elbow area • Navy Windshirt – solid in color with two side pockets • Navy Sweatshirt

  12. Jackets / Coats • The preliminary recommendation for all bargaining unit members (non-management personnel) is the “Blauer” style jacket shown. • The Barn Style jacket shown shall be optional for personnel performing suppression or EMS duties. However, this does not include Inspectors or Training Officers during their normal 8 hour duty days.

  13. Socks • The preliminary recommendation of the Working Group relating to socks is as follows: • Personnel wearing “loafer” or dress uniform shoes shall wear dark blue or black socks. • Personnel wearing boots, 6 inches or higher, may wear white tube socks at their option.

  14. Additional Considerations • Some members have expressed an interest in wearing both BDU style uniform shorts and golf style pull over shirts. • As of this time, the Working Group has not yet discussed these items. • Your opinion on these items is needed. Express your opinion for or against via the online vote.

  15. Dress Uniform (Class “A” Uniform) • The Working Group has not formulated any recommendation on this uniform thus far. However, if you have an opinion that you wish to express please contact one of the Working Group members (Church, Smith or Russell). • We anticipate dealing with this uniform at a later date.

  16. Go Vote! • Now having reviewed these preliminary recommendations by the Working Group your help is needed. We would like you to express your opinion as it relates to the uniform shirts. • Members will be permitted to vote for the shirt color for their position, ie; fire fighters for fire fighters, Lt/Capts for Lt/Capts and Inspectors for Inspectors. • Please log on to the union’s website and visit the “Online Voting” page. • Non-Union members do not have a vote. The union as the exclusive representative for labor makes decisions on their behalf.

  17. Finally… • These items are only a preliminary proposal. There is no guarantee that some or all of these items will be agreed to or selected at the end of this process. The WG members representing labor will be seeking items selected by the majority of the membership.
