Shared Loop / Line Sharing (Qwest Has Voice Customer) • Definition • Shared Loop (Line Sharing) is defined as making available the opportunity for the CLEC to offer ADSL qualified advanced data services within the spectrum of an existing Qwest end user’s analog voice-grade service. CLEC will use the data portion of the loop while Qwest will maintain the voice portion of the loop. Q w e s t W h o l e s a l e M a r k e t s

Common Area Splitter (Line Splitting) • Definition • Line Splitting provides the CLEC with the opportunity to offer advanced data service simultaneously with an existing UNE-P by using the frequency range above the voice band on the copper loop. The advanced data service may be provided by the CLEC or another data service provider. A POTS splitter must be inserted into the UNE-P to accommodate establishment of the advanced data service. The POTS splitter separates the voice and data traffic and allows the copper loop to be used for simultaneous DLEC data transmission and the CLEC provided voice service to the end user. Common Area Splitter (Loop Splitting) LOOP SPLITTING DRAFT ARCHITECTURE (Voice Provided by CLEC on Unbundled Loop) • The purple line originating from the CLEC Collocation will be removed from its original connection and cross connected to the Horizontal side of the ICDF on splitter terminations. • The combined voice/data (Orange) is then cross connected back to the Unbundled Loop out to the End User. • Option 1 Terminations to the IDCF • Option 2 Terminations to the Cage • Voice CLEC provides voice • Another CLEC / DLEC provides data Q w e s t W h o l e s a l e M a r k e t s

Splitter in Cage (Loop Splitting) LOOP SPLITTING SPLITTER TO CAGE DRAFT ARCHITECTURE (Voice Provided by CLEC on Unbundled Loop) • The original cross connect on the ICDF from the voice only CLEC will need to be removed • New cross connects between the CLEC & DLEC need to be established at the ICDF for voice only • The combined voice/data is then cross connected back to the end user • Voice Provided by CLEC on Unbundled Loop Q w e s t W h o l e s a l e M a r k e t s

Loop Splitting • Definition • Loop Splitting provides CLEC/DLEC with the opportunity to offer advanced data service simultaneously with an existing unbundled loop by using the frequency range above the voice band on the copper loop. The advanced data service may be provided by the customer of record or another data service provider. The POTS splitter separates the voice and data traffic and allows the copper loop to be used for simultaneous DLEC data transmission and CLEC provided voice service to the end user.   12. Shared Products CO Work Steps • Before ordering a Shared Loop product, the CLEC must have a splitter installed in the Qwest wire Center that serves the end-user. This splitter can be requested via: (a) the standard Collocation agreements if the splitter is to be located in the CLEC’s Collocation space, or (b) via Common Area Splitter Collocation if the splitter is to be located in a common area of the Central Office. • For Line Sharing or Line Splitting, the end-user must have dial tone originating from a Qwest switch. For Loop Splitting, a CLEC is providing the Voice Service. • The combined data and voice service must comply with the standard T1.E1.4 when accepted by the industry.   13. The shared service is installed using a basic “lift and lay” procedure. On or before the service order Due Date, Qwest Central Office Personnel “lift” the loop from its current termination and “lays” it on a new termination (splitter) connecting to the CLEC’s equipment. In addition: The CO will print the order and identify • The Shared Product circuit • The Shared Product equipment • The Qwest facilities required • The commitment date and time • For Line Sharing and Line Splitting requests, CO personnel will perform a load coil detection test utilizing an H88 or equivalent test set. • If a load coil is detected the CO personnel will place the order in jeopardy using the A9 jep code and wait for resolution notification • If the load coil detection test is negative CO personnel will pre-wire the Line Sharing circuit by placing the frame cross connects and looping the jumpers at the Qwest OE and facility. 1. 2. 3. • For Line Sharing and Line Splitting, the CO will draw dial tone at facility and ANI. If assignment is incorrect, verify termination and refer any problems to assignment. If line is busy, place wiring on hold and recheck every ??? hour until line is idle.   14. 4. • The CO will perform the following work steps: • Lift facility jumper and terminate the new jumper from the line splitter • Lift the jumper at the OE and terminate the new jumper from the line splitter • For Line Sharing and Line Splitting, the CO will ANI the Qwest circuit at the facility. If ANI/Dial Tone test fails, trouble shoot frame wiring and or line splitter circuit trouble. After ANI/Dial Tone test has passed perform electrical continuity test. Check for continuity from the protector to the DEMARC 410 Block terminal. • For Loop Splitting, the CO will verify that the “condition” of the Unbundled Loop is the same as it was in step 1 above. • If continuity problems are discovered it is the responsibility of the CO to resolve the problem and complete the order by the Due Date. If splitter problems are discovered jumper around the splitter and place the order in jeopardy using the following jeopardy codes: • A8 – splitter not connected on the DLEC side • A7 – splitter not stenciled correctly • A6 – Qwest wiring or inventory issue • When the order has been completely wired and tested, the CO will note the work items appropriately and complete the CO provisioning steps. 5.
