  1. Vale of White Horse Town and Parish Forum – 10 November 2016 Planning Update

  2. Local Plan Part 1 Update • Awaiting Inspector’s final report (estimated late November). • Interim findings state LPP1 is likely to be found sound, subject to main modifications • Planning for adoption in early 2017 • LPP1 sets out the overall development strategy for the district – where new housing and employment should be located up to 2031. • Planning for 20,560 homes and 23,000 jobs

  3. Local Plan Part 2 Currently being prepared for a Preferred Options Consultation in February 2017. LPP2 will focus on 4 main themes: 1. Oxford Unmet Housing Need • Apportionment of 2,200 homes 2. Additional Sites • Call for sites consultation closed in July • Sites currently being assessed – preferred options consultation February 2017

  4. Local Plan Part 2 3. Detailed Development Management Policies • Will complement the strategic policies in Local Plan Part 1 • Help to guide day-to-day decision making on planning applications 4. Didcot Garden Town • Planning effectively for job growth, housing need and supporting infrastructure • LPP2 will contain policies for the part of the Garden Town that lies within the Vale

  5. S106 / CIL Section 106 / Contributions • Alegal agreement that sets out obligations to mitigate planning impacts on site • We are preparing a Contributions Supplementary Planning Document for public consultation in December 2016 Community Infrastructure Levy (CIL) • Can be used to levy financial contributions on new development • The Council is currently updating its CIL Charging Schedule • The Community Infrastructure Levy is expected to be examined by the Planning Inspector in early 2017

SCI / LDS Statement of Community Involvement (SCI) • Explains how to get involved in the planning process and what to expect from the council when you do • We are updating this to reflect changes in legislation and national policy • Consultation on the new SCI took place July-September 2016 • New SCI expected to be published in December Local Development Scheme (LDS) • Timetable for producing and updating the documents making up the Development Plan • Updated LDS published in September 2016

Neighbourhood Planning • We are continuing to support Neighbourhood Planning in the District • An updated Neighbourhood Planning Guidance Document has been published • If you would like a meeting with your NP group, please email planning.policy@whitehorsedc.gov.uk or call 01235 422600 Neighbourhood Plan updates: • Longworth NP adopted by Council October 2016 • Faringdon NP and Blewbury NP referendums taking place 24 November • Sutton Courtenay NP area consultation closed 2 November • Cumnor NP area designation consultation to commence this month

  8. Five Year Housing Land Supply Current Five Year Housing Land Supply • 4.2 years district wide Local Plan 2031 Part 1 Five Year Housing Land Supply • 7.1 years district wide • Given weight when the Inspector’s Report is published
