  3. ENHANCING CUSTOMER EXPERIENCE AND ROAD SAFETY

  4. The Foremost requirement for enhancing the customer experience in all RTO Offices are • Increasing manpower in all categories like., officers, MVI’s, Administrative Officers, Superintendents, Assistants, Clerks, Informatics Assistant, Motor Vehicle Prosecutor, Transport/Traffic Constable and Miscellaneous Staffs based on the vehicle strength

The Second Foremost requirement is providing adequate infrastructure like., • Computer accessories (both Software and Hardware), • Public waiting area with air conditioning, • Detained Vehicles Parking Area, • Well Equipped Vehicles for enforcement duty, • Internet / wide area network / satellite connectivity, • Seminar hall for conducting road safety classes daily to the licence candidate and Traffic offenders with projector or LED and PA System at all RTO offices.

  6. The Third and important requirement is Introduction of e-governance in all transaction effectively throughout the country as unique

  7. Procedurals complications faced by the customers at present in the following transactions • Re-registration process • Production of address proof for DL and RC • Refund of tax process • Change of address in DL from one office to another office • Unnecessary visiting's to the offices to carryout RC related works like., Transfer of Ownership, Change of Address and Hypothecation Endorsement / Termination, • Tracking of the status of process by way of SMS / E-Mail is not possible

The system to be created to complete the needs of the Drivers for their day to day transactions like., • Issue of Learner Licence • Renewal of Driving Licence • Change of Address in Driving Licence • Issue of Duplicate Driving Licence through online itself • Required Unified Licensing System • Except, • Conducting Driving Test. • (a) Knowledge Test (b) Sense Test • (c) Skill Test (d) Public Road Test

In the same manner, the system to be created to complete the needs of the Vehicle Owners for their transactions like., • Transfer of Ownership • Change of Address • HP Endorsement / Termination • through online itself, • Required Unified Registration System • Except, • Registration of new vehicles • Alteration of motor vehicles • Issue of fitness certificate • Renewal of registration • Accident inspection

To achieve the system of doing online transaction by the customers of the Transport Department • The software should be enhanced by way of introducing latest technologies like., • SMS Gateway, • Automatic E-Mail generation for each and every transaction, • Automatic answering of queries • Conducting online theory test through e-learning modules for candidates applying for learners licence • All payments should be through online by way of net banking, debit card, credit card and other mode • Country wide integration of all RTO Offices is mandatory by way of web based application

Departmental Renovations is also necessary at this time • Minimum educational qualification may be modified / enhanced uniformly throughout the country in all categories, • since, it is a technical oriented dept, MVI’s and higher officials, qualification should be minimum of Bachelor of Engineering (Mechanical / Automobile) • For other ministerial staffs qualification minimum of under graduation • Each departmental staff to be well knowledged in computer

  12. Simplification of procedure for • Production of address proof - Public find very difficult to produce address proof as any few documents are prescribed in CMVR 4. Namely • Electoral Roll, • LIC Policy, • Passport, • Pay Slip issued by Central Government or State Government or local body, • Any other document prescribed by State Government,

Any affidavit sworn by the applicant before an executive magistrate, or a first class judicial magistrate or a notary public an evidence of age and address. • It is not easy to produce the above documents as address proof. Hence it should be modified as any address proof declared by applicant with any supporting documents may be accepted.

  14. Re-registration process – because of poor inter connectivity of the department nation wide, months together years together the applicant has to wait for getting done for re-registering their vehicle from one state to another state also for refund of tax.

Road Safety Scenario in India • Since 2006 world wide Number one in Road Accidental Death. • Per day Average 400 Death in Road Crashes. • 3-3.5 % GDP Loss in every Year. • No Coordination of Stockholder Department. • No Unified Registration and Licensing System • No effective and comprensive transparent technological enforcement system. • In India 90% road users don’t Know about the complete traffic rules. • No Scientific investigation and Research. • No any Subject in Universities and colleges. • No adequate, dedicated and professional staff in Road safety cell.

  17. ACCIDENT DEATH DATA Population in 2011 China: 134 Crores India 122 Crores In 2005, China was on the top and since 2006, India is on the top in the world.

  22. Basic 3 Standards of Road Safety To improve (amend) above standards and ensuring compliance and effective enforcement of standards by technically qualified and technological based trained manpower (human resource) for the safety of all

Action Plan to reduce Road Crashes Aim to reduce fatalities and road accidents by 50% in next 5 yrs Constitute a Sub Divisional Committee on Road Safety under the District Road Safety Committee, State Level Committee and State Road Safety Council. Monitoring by Road Safety Cell Year-wise reduction in number of Accidents, Deaths and Injured based on 20%Estimated Level of Achievement (ELA).

A traffic university should be established in each states and following courses shouldbe offered:- • Certificate and diploma courses in road safety (distance and regular) • Three year diploma/degree/P.G. degree course in traffic engineering • U.G. and P.G. course in transportation science • U.G. and P.G. course in transportation economics • B.C.A. and M.Sc. In intelligent transport system • M.B.A. in road safety and traffic management • Diploma and certificate course in accident analysis and reconstruction of road crashes • Degree in Trauma care Medical science • PHD. In road safety • And a transportation research instituteshould be opened in every government universities. Capacity building course in road safety
