  4. Perimeter Protection Every building penetration – windows, doors, ventilation shafts… Must be secured by steel bars, locks, alarmed electronically, observed by video, or protected by personnel.

  5. Employee Awareness • Every Employee’s Responsibility • Report Suspicious Persons, Vehicles, Circumstances • Regular Staff Awareness Briefing • Open Lines of Communication • Follow up on all reports

  6. Uniformed Security • Professional, well-groomed officers • Minimal basic classroom training • Published rules and regulations • On-going site specific training • Consistent supervision • MBW!!!

  7. Comments on Uniformed Security A bad image is worse than no security… Poor training reflects poor management… YOU are liable for the actions of your officers…contract or otherwise Your safety may depend on daily preventive measures AND appearance…

  9. What do we REALLY need? • Addressable Fire Detection System • Commercial Intrusion Detection System • Computer Network Based Video Surveillance System • Wireless Panic/Duress Transmitters • Electronic Access Control System (optional) • Electronic Article Surveillance System (optional)

  10. How do you select a RELIABLE Vendor? • Talk to other libraries • Prepare a list of system objectives…or • Request professional system design and distribute RFP to qualified bidders • Conduct mandatory pre-bid site visit • Review professional submittals

  11. How can you be sure you’re getting what you pay for? Have submittals reviewed by professional NOT connected to any vendor Insist on mid-installation and post installation inspection by independent professional Prepare punch list BEFORE signing off on acceptance of system(s)

  12. What are minimal requirements for service and maintenance? • 100% Warranty on System and Installation • Consistent service based on manufacturer’s requirements • Documented proof of service • Regular testing by library staff…with accompanying documentation

  13. How do you train employees to monitor and respond? • Determine daily task requirements • Publish Operations Manual for System operations, monitoring, response • Include vendor training in installation contract • Conduct regular operator training on all systems

  14. The Bottom Line Security is NOT convenient… You MUST have a protection plan… You need to CONSISTENTLY monitor every aspect of your protection program!!
