Record of Decision Issued – September 5, 2007 • The Selected Project for this study is The Integrated Airspace Alternative with the Integrated control complex (ICC) variation. • This is the final stage of this study which has been on-going for over 9 years • Procedural adaptations for noise abatement (mitigation measures) will also be implemented • Draft Environmental Impact Statement DEIS was published in December 2005 • Comments were taken on the DEIS and some of those comments were used in developing the noise mitigation measures • In April of 2007 the FAA identified its Preferred Alternative and provided analysis of the mitigation measures • Final Environmental Impact Statement (FEIS) was published on August 3, 2007

Increased Number of Jet Routes Reduces Delay • Current System: • Few jet routes for departures • Access is limited • Competition for resources means increased delay • Integrated w/ ICC: • Increased number of jet routes • Increased number of access points • Less competition for departures means decreased delay

JFK Access to Westgate Decreases Complexity Integrated w/ ICC: Current System: • JFK traffic crosses through departures from LGA, EWR, TEB, etc. • Long ground delays necessary to maintain safe and orderly flow of traffic • Stacked flows are more efficient and less complex JFK flights JFK flights

Delay Savings with New Usage of Runways • Current System: • Conflicting flows restrict use of runways • Inefficient use of runways means increased delay • Integrated w/ ICC: • Dual arrivals to EWR 04/22 • Increased use of EWR 11 • Right turn off JFK 31R • Efficient use means reduced delay Idlewild Climb for capable jets Dependent IFR approaches EWR JFK Dual Arrivals

Delay Savings with Fanned Departure Headings • Current System: • EWR and PHL have single heading for departures • Long waits on the taxiway waiting a turn to depart EWR • Integrated w/ ICC: • Increased departure headings at EWR, LGA and PHL • Less time waiting to depart • Reduced engine emissions while aircraft idle

Integrated Airspace Improves Arrivals • Current System: • Short sequencing time results in increased maneuvering of aircraft at low altitudes Sequence known w/ ICC • Integrated w/ ICC: • Earlier Sequencing means • Flights remain higher longer • ATC actions to order flights are done at higher altitudes • Lower fuel burn • Decreased emissions ~ 30 min Sequence known today

Integrated Airspace Improves Departures • Integrated w/ ICC: • Unrestricted climb for departures • Reduced complexity for ATC • Stacked departures at access point • Reduced fuel burn and emissions • Reduced delay • Current System: • Departures held down to lower altitudes • Maneuvering at low altitudes to line up for jet route access • Single line over departure fix

Flexibility in Routing Minimizes Impact of Severe Weather • Current System: • Airspace constraints result in increased congestion when severe weather is present • Delays escalate Reroutes due to weather • Integrated w/ ICC: • Increased access to en route airspace means more options in severe weather situations • Flexibility to take off and fly around the weather • Reduced delay Original Routing Available reroutes Current airspace Additional available reroutes in Integrated w/ ICC Alternative

Summary of Changes that Reduce Delay • More jet routes with increased access • JFK direct access to westgate rather than crossing flows • Improved use of available runways • Fanned headings for departures • Arrival efficiencies • Arrivals remain at higher altitudes longer • Improved sequencing manages arrival flows better • Departure efficiencies • Stacked departures increases efficiency • Unrestricted climb reduces complexity • Flexibility to manage delays in severe weather

Other Benefits of the Selected Alternative • Integrated Airspace saves over $248M annually in direct operating costs. • An additional $37M annually will be saved due to flexibility in severe weather events • More efficient handling of aircraft - results in less fuel burned • Implementation of the Preferred Alternative with mitigation reduces the population exposed to average noise of 45 DNL or more by over 600,000

Noise Exposure Tables • Noise exposure tables providing comparative data between the No Action and all alternatives have been available on the project website • Those tables were adjusted in April 2007 to provide the comparative results of our mitigation measures • The following chart represents a visual mapping of those tables • These dB changes provide an additional level of information beyond that required by NEPA
