Burnham Project No. 11472Sebasticook River, ME, 1.05 MW, filed 1994 (Ridgewood Maine Hydro Partners, LP), unlicensed operating project • Activity Since November 2002 Workshop:The Maine legislature amended the state water quality standards for dissolved oxygen (DO) standards in riverine impoundments. • Remaining Actions:Need WQC (due Feb. 2004).

Gulf Island-Deer Rips Project No. 2283Androscoggin River, ME, 31.12 MW (three developments), filed 1991 (FPL Energy Maine Hydro LLC), relicense • Activity Since November 2002 Workshop: Maine legislature amended the state water quality standards for measuring DO in riverine impoundments. Subsequently, Maine DEP initiated a process to establish site-specific criteria for measuring compliance with DO standards in Gulf Island Pond. • Remaining Actions:Need WQC (due Sept. 2004).

Flagstaff Project No. 2612Dead River, ME, no generating facilities, filed 1995 (FPL Energy Maine Hydro, LLC), relicense • Activity Since November 2002 Workshop: The Maine legislature passed resolution clarifying issues related to storage reservoir drawdowns. Maine DEP issued final WQC Nov. 14, 2003. • Remaining Actions: Issue Order.

  6. Storage Project No. 2634Penobscot River, ME, no generating facilities, filed 1998 (Great Lakes Hydro America, LLC), relicense • Project is new to the list: FEA issued June 2002. ESA consultation completed Aug. 2002. WQC request withdrawn and refiled Jan. 2003. Staff issued letter Oct. 30, 2003, requesting status of settlement negotiations. Response filed Nov. 28, 2003. • Remaining Actions: Settlement agreement expected in April 2004.Need WQC (expected following settlement agreement).

  7. Howland Project No. 2721Piscataquis River, ME, 1.9 MW, filed 1998 (PPL Maine Energy Hydro, LLP), surrender/relicense • Project is new to the list: REA notice issued Aug. 8, 2003. Comments due Oct. 7, 2003. Suspended until filing of comprehensive settlement agreement. Non-decisional staff assigned to facilitate settlement. • Remaining Actions: File settlement, notice settlement, initiate NEPA scoping, prepare environmental document, PA, complete ESA consultation, receive WQC, and issue order.

Oswego River Project No. 2474Oswego River, NY, 18 MW (three developments), filed 1991 (Erie Boulevard Hydropower, LP), relicense • Activity Since November 2002 Workshop:Commission Dispute Resolution Service staffis assisting stakeholders, as needed, in settlement negotiations. Status of filing of settlement expected Dec. 11. • Remaining Actions:Need WQC (expected following settlement agreement).

Carver Falls Project No. 11475Poultney River, NY/VT, 1.85 MW, filed 1994 (Central Vermont Public Service Corporation), unlicensed operating project • Activity Since November 2002 Workshop: Licensee met with VANR in January and February 2003 to discuss aesthetic flows and flashboard design which VANR says is needed before WQC can be issued. • Remaining Actions:Need WQC (due May 2004).

Silver Lake Project No. 11478Sucker Brook, VT, 2.2 MW, filed 1994 (Central Vermont Public Service Corporation), unlicensed operating project • Activity Since November 2002 Workshop: Dec. 2002 benthic survey results indicate to VANR that a drawdown plan needs to be developed by the applicant before VANR can issue a WQC. • Remaining Actions:Need WQC (due May 2004).

Lamoille River Project No. 2205Lamoille River, VT, 16.88 MW (four developments), filed 1987 (Central Vermont Public Service Corporation), relicense • Activity Since November 2002 Workshop: Licensee filed a settlement agreement in July 2003. Public notice was issued Aug. 13, 2003, requesting comments by Sept. 2, 2003. FWS comments received Sept. 4, 2003. • Remaining Actions:Need WQC (due March 2004).

  16. Escondido Project No. 176San Luis Rey River, CA, 1.64 MW, filed 1971, amended 1975 (City of Escondido), relicense • Activity Since November 2002 Workshop:Four status reports filed. On October 10, 2003, the parties to a 34-year-old water rights dispute reached a water allocation agreement. • Remaining Actions: Need comprehensiveagreement, pursuant to project-specific legislation.

Lower Tule Project No. 372 Tule River, CA, 2.52 MW, filed 1998 (Southern California Edison Company), Sequoia National Forest, relicense • Project is new to the list: DEA issued Jan. 2002, FEA issued June 2002,BO filed by FWS Nov. 2002. Feb 2003 report on water temp. and fish distribution filed with SWRCB. WQC request refiled March 2003. • Remaining Actions: Need WQC (due March 2004).

  18. IDAHO

  19. Bliss Project No. 1975, Upper Salmon Falls Project No. 2777, Lower Salmon Falls Project No. 2061, Shoshone Falls Project No. 2778, and C.J. Strike Project No. 2055Snake River, ID, combined 252 MW, filed 1995, and 1998 (Idaho Power Company), relicense, C.J. Strike occupies BLM Lands. • Activity Since November 2002 Workshop: ESA consultation and settlement negotiations between FWS and Idaho Power. • Remaining Actions: Need BO.

  20. OREGON

  21. Powerdale Project No. 2659Hood River, OR, 6 MW, relicense filed 1998, surrender filed 2003 (PacifiCorp) • Project is new to the list: Relicense application filed Feb. 25, 1998. Relicense FEA issued Dec. 2001.Offer of Settlement for interim operations and dam removal by 2012 filed on June 16, 2003, with request to hold relicense application in abeyance. Noticed on June 26, 2003. Comments due July 28, 2003. Comments received from American Rivers, Interior, State of Oregon, and NOAA-Fisheries. EA issued Dec. 4, 2003. • Remaining Actions: Need WQC (due June 2004), initiate ESA consultation (upon issuance of EA).

  22. WASHINGTON

Condit Project No. 2342White Salmon River, WA, 14.7 MW, relicense filed 1991, surrender filed 1999, (PacifiCorp) • Activity Since November 2002 Workshop: Commission staff continues to discuss WQC and BO issuance with Ecology and NOAA – Fisheries, respectively. • Remaining Actions: Need BO from NOAA – Fisheries (expected Mar. 2004). Need WQC for surrender application (due May 2004).

Snoqualmie Falls Project No. 2493Snoqualmie River, WA, 42 MW (49 MW proposed), filed 1991 (Puget Sound Energy), relicense • Activity Since November 2002 Workshop: NOAA – Fisheries concurred with staff’s finding of “not likely to adversely affect” in Mar. 2003. WQC issued Sept. 2003. CZM compliance certified Nov. 13, 2003. Puget intends to file supplement to application in Dec. 2003. • Remaining Actions: Issue Order.

  25. ARIZONA

Childs Irving Project No. 2069Fossil Creek, AZ, 7 MW (2 developments), relicense filed 1992, surrender filed April 30, 2002 (Arizona Public Service Company), Coconino and Tonto National Forests • Activity Since November 2002 Workshop: DEA on surrender application issued June 2003. WQC issued Nov. 25, 2003. FEA to be issued Jan. 2004. • Remaining Actions: Need formal ESA consultation (upon issuance of FEA).
