  3. What is RCRAInfo? RCRAInfo is EPA's comprehensive information system, providing access to data supporting the Resource Conservation and Recovery Act (RCRA) of 1976 and the Hazardous and Solid Waste Amendments (HSWA) of 1984. The RCRAInfo system enables cradle-to-grave waste tracking of many types of information regarding the regulated universe of RCRA Subtitle C hazardous waste handlers. RCRAInfo characterizes facility status, regulated activities, and compliance histories in addition to capturing detailed data on the generation of hazardous waste from large quantity generators and on waste management practices from treatment, storage, and disposal facilities.

Security and IOR Security for RCRAInfo is implemented using a combination of several mechanisms to determine ownership and access rights. • IOR - Implementer of Record the term used to describe the agency (State or EPA) responsible for data entry and management of specific RCRAInfo data for a given state or territory. IOR is not concerned with the individual entering the data but rather the agency responsible for entering data into the system. Two types of IOR present in RCRAInfo: Fixed IOR = one agency (State or Region) is completely responsible Variable IOR = responsibilities vary depending on the values of specific data elements

  5. Security and IOR (cont.) IOR settings are based on groups or agencies (Regions and States). Either a State or a Region is responsible for the IOR, not the individual user. A user is assigned to one and only one IOR agency. • A user is also given access rights to each module. The • access rights available in RCRAInfo are described below:

User Access Rights • Level 1 – Read access • Level 2 – Read and Add access • Level 3 – Read, Add, and Update access • Level 4 – Read, Add, Update, and Delete access • NOTE: IOR and User Access Rights dynamically added or removed buttons and functions from the data entry screens as appropriate for individual user’s Access Levels.

On-line Help • RCRAInfo provides on-line Help thereby eliminating the need to print and reference books of documentation • On-line Help is available from every screen in a separate window which can remain open and minimized during data entry or viewing the data so it is always available for reference • The on-line Help is contextual, if you are on a field you can click the Help button and it will go directly to information for that field • To open the on-line Help, click on the RCRAInfo logolocated in the upper right hand corner of any screen.

  8. How to Access RCRAInfo • Users must have a user ID and password to access the RCRAInfo system. To obtain a user ID and password, contact the appropriate Regional or State System Administrator • The user must also have Internet access and a basic knowledge of web navigation techniques to use RCRAInfo • To access the system, open Internet Explorer or Firefox and type in the following URL: https://RCRAInfo.epa.gov for production or https://RCRAInfopreprod.epa.govfor pre-production. This action will take the user to the RCRAInfo Warning Notice page • The first time you logon to RCRAInfo you must change your password to something you will remember and that only you will know. This is done via Password Maintenance. You will notice different background pictures for the Logon screen when you log on, these pictures have been provided by the RCRAInfo user community

  9. Forgot Your Password? • If you forget your password RCRAInfo can reset your password. To use this feature you MUST have a user ID AND have a valid email address on file in the system. If you do not, contact your State or Regional System Administrator to reset your password and update your email address in RCRAInfo. • If you have both a User ID and valid email, simply go to the Logon screen and click on the “Forgot Your Password” link located below the “Log On” button on the RCRAInfo Main Menu. • A new password will be emailed to your email address shortly. If you do not receive a new password within 1 business day, contact your State or Regional System Administrator to have them reset your password and update your email address. • Once you receive your new password you must logon and change your password. This is done via Password Maintenance under the Utilities Menu.

Exiting RCRAInfo and Application Time-outs • To exit RCRAInfo go back to the RCRAInfo Main Menu and click on “Exit RCRAInfo”. • Application Time-Outs • For security purposes, RCRAInfo times-out after the • application has been idle for 30 minutes. The user will know • the application has timed-out when the RCRAInfo Logon • screen appears with the message, "Your session has timed • out due to inactivity or you have attempted to bypass the • RCRAInfo logon screen.“ • To return to the application, enter your User ID and Password, and then click the “Log On” button.

  11. Universe Calculations • The RCRA program categorizes facilities by activities that have occurred at the facility. In RCRAInfo these categorizations are referred to as "universes." RCRAInfo has several pre-defined universes including: • Permitting/Closure/Post-Closure Programmatic Universes • Permit Progress Universe • GPRA Permit Baseline Universe • GPRA Permit Renewals Baseline Universe • Permit Workload Universe • Closure Workload Universe • Post-Closure Workload Universe • Permit Renewal Workload

Universe calculations may also be run for a single facility from the Permitting, Corrective Action and CM&E Main Menus. • For more information about the universe calculations see RCRAInfo’s on-line Help.

  14. RCRAInfo Modules • RCRAInfo has 6 modules which correspond to business areas: • Handler • Permitting • Corrective Action • Financial Assurance • Compliance Monitoring & Enforcement (CM&E) • Geographic Information System (GIS) • On the next screens we will briefly discuss each module.

Handler Module Update Existing Handler Record • Select Handler through Search Options • Select Maintain/View Handler Data • Handler Details • Select Source Record to Update • Cannot update “R” or “B” source records through this menu • Should only change entry errors or add owner/operator ‘end dates’

  17. Handler Detail • Handler Universe Inactivation • Choose this selection if the site is no longer a generator of hazardous waste. Need to select what now is the appropriate generator status • Site Detail Report • Brings you directly to a detailed report containing all available handler information integrating biennial report data with site identification data • Maintain Other IDs • Can track any other IDs used at this site location • Is other ID for same location • Relationship of the IDs

Create New Handler • Choose Activity Location • Create an ID • Choose the third character and fill in the remaining 9 characters • Generate an ID • Choose to either fill in the third character and then generate or you can let the system generate the entire ID • General Information • Receipt Date • Extract to Public • Reason for Submittal • Each source selection requires specific handler fields to be completed before saving • Reminder Hands-on training for Handler is: Tues 2:45, Wed 3:15, and Thurs 9:45.

  28. Executing Universe Calculations • Run this to Update Site Universe • Needs to be run if you have entered an SNY and during the same session you will enter your formal action • Needs to be selected before you enter formal enforcement action • This ensures that site is now captured as a SNC

  29. Comprehensive Report • This selection will automatically bring you to a detailed report containing all of the CM&E info for this site Reminder Hands-on training for CM&E is: Tues 9:45 and Wed 1:00. There is also Hands-on training for SNCs: Wed 10:00.

  30. Geographic Information System (GIS) Module • Created to enhance RCRAInfo spatial data tracking of location coordinates at the facility, permit unit, and corrective action (CA) area level  • Stores acreage data that will be used to track cross-program land revitalization efforts • Tracks facility locations as points, lines (two or more latitude/longitude coordinate pairs), and polygons (multiple latitude/longitude coordinate pairs) so that users can map facilities, process units, and/or corrective action areas as points, lines, or full unit boundaries using industry standard GIS applications • Also accommodate multiple occurrences of data for a given area or unit, to allow for multiple data sources (e.g., latitude and longitude coordinates from Part A application and from GPS coordinates collected by a facility inspector)

  31. GIS Module (cont.) • The GIS module data elements for latitude and longitude are based on standards established through the Environmental Data Registry ( http://www.epa.gov/edr/). These data standards allow for consistent sharing of coordinate data among EPA, states, and the regulated community • The RCRAInfo application does NOT provide any mapping capabilities Reminder Hands-on training for GIS is: Tues 3:45 and Wed 4:15.

Waste Activity Monitoring (WAR) Data • Stores data provided by Implementers (States and Regions) as part of the Biennial Report collection cycle • Once the implementers receive the data from the facilities they send the data to RCRAInfo by uploading the file to RCRAInfo • RCRAInfo provided reports for the Implementers to QA/QC their data and then when the data is final, runs National Biennial Report and State Summaries which are posted on the web

National and Implementer Reports • Provides users with a description of each report available in RCRAInfo and is divided into sections by RCRAInfo Module: • Biennial Report Data Quality • Corrective Action • Compliance Monitoring and Enforcement (CM&E) • Cross-Module • Financial Assurance • Handler • GIS • Lookup Table • National Biennial Report Exhibit • Permitting, Closure, and Post-Closure • Waste Activity Monitoring

National and Implementer Reports (cont.) • The information provided for each report includes: • Report description • - A short description of the report • - The sort order and sort options available • - Page break location • - RDF name and basic report file information • - Sample report output • Select logic • Selection criteria available • Report headings and associated database fields • Implementers can also share reports they have written for other RCRAInfo users to access. These shared Implementer reports are also listed under the module section heading. Reminder Hands-on training for National Reports is: Wed 10:00 and Thurs 9:45.

RCRARep URL http://www.epa.gov/RCRAREP • RCRARep is an Oracle/Web software reporting tool developed by EPA-NE to: • select RCRA Handlers based on data in any or all RCRAInfo modules or on certain data management criteria (source, receipt/entry date, person who originated or who keyed information) • view or print sensitive nationwide data from RCRAInfo database in friendly, familiar screens and reports • count or view selected Handlers or selected detail • view GPRA summaries • view error reports • get context-sensitive Help Reminder Hands-on training for RCRARep is: Wed 10:00 and Thurs 9:45.

  36. Basic RCRAInfo Reporting Tool (BARRT) • BARRT is an Ad-Hoc/Build-A-Query process that allows users create a custom query based on views of data contained in RCRAInfo’s modules. • This is a point and click utility which does not require programming skills to use. Reminder Hands-on training for BARRT is: Wed 11:00 and Thurs 10:45.
