  1. Realizing our Foothill Vision 20/20 using Integrated Planning & Budget In a Participatory Governance Context

  2. Foothill College envisions itself as a community of scholars where a diverse population of students, faculty and staff intersect and are engaged in the search for truth and meaning. We recognize that by necessity this search must be informed by a multiplicity of disciplinary modes of inquiry. In order to ensure that every student has the opportunity to share in this vision, Foothill College commits itself to providing students with the necessary student support services, outstanding instruction, and opportunities for leadership both within and outside the classroom. By enacting this vision, the college ensures that it remains the distinctive and innovative institution it has been since its inception.

  3. Our THREE collectively developed strategic initiatives are designed to lead us to achieving our vision • BUILDING A COMMUNITY OF SCHOLARS • PUTTING ACCESS INTO ACTION • PROMOTING A COLLABORATIVE DECISION-MAKING ENVIRONMENT

  4. What IS Integrated Planning and Budgeting? (and make it quick!)

  5. NOT this . . . . .

  6. What IS participatory governance? (and make it quick!)

  9. YIKES!! • What was that . . . . .??? • Let’s see if we can help explain how a resource request becomes funded!

  10. Guiding Principles • Mission and Strategic Initiative Driven • Transparent, Understandable, Informed by Data • Be an iterative, cyclical process • Foster flexibility, innovation and accountability • Aligned with college Strategic Planning priorities and to increase student learning. • Increase collaboration and efficiencies • Assume that these processes impact all funds. • Budgeting should emphasize collaboratively developed division plans that are informed by detailed program plans and which are linked to Strategic Planning goals and action plans.

  11. How will resource requests be generated? • Program Review • SLO/SAO/AUP Resource Requests • Planning Documents (department plans, division plans, student equity plan, distance ed plans, technology plan) • Committee Requests (Basic Skills, Technology, COOL) • Opportunities: Grants needing matching funds • Commitments to Action tied to Strategic Initiatives

  12. SLO/SAO resource requests • Resources: We would like to see an increased budget that allows us to make more copies for scaffolds necessary for basic skills courses.  • Resources: TIME to meet and to talk with each other is the one thing we’d need to really embrace and make this process truly worthwhile. In addition to having more time to discuss some of the questions, we’d also like to have time to learn more about how our colleagues cover the course content. We could learn about actual methods used in the classroom by other instructors. Of interest to us would be methods and activities to engage students both as individuals and in groups. Time and funding for attending workshops and/or conferences that discuss teaching calculus concepts & ideas would be helpful.  • Resources:  Provide mentoring opportunities for EOPS students and opportunities for universities and corporate tours.

  13. Achievement Gap Data Like most colleges, Foothill struggles with an achievement gap by ethnicity, however the drastic change this year in course success for African-American and Latino students demands analysis and action.

  14. What might we do to reduce the gap? Develop Action Plans (committee or department) Link Plan to Strategic Initiative Send to Appropriate Committee IF funds are needed (all action plans do not need $$) Language Arts faculty to faculty work with Middle & High School MMW faculty working with Middle School faculty. . . . . . Let’s walk it through~~
