Objective 3— Spectrum Efficiency Introduction • The Commerce Advisory Group (CAG) is responsible for producing a report focusing on state and local public safety and commercial spectrum issues related to the President’s four objectives • This session will help develop input on how public safety entities can contribute to the efficient use of spectrum that the Department of Commerce will incorporate into the report • Specifically, the group is asked to help facilitate policy changes to create incentives for more efficient and beneficial use of spectrum and to provide a higher degree of predictability and certainty in the spectrum management process as it applies to incumbent users • This group will discuss and comment on case study examples, which are indicative of efforts to realize spectral efficiency Spectrum Efficiency

Objective 3— Spectrum Efficiency Meeting Ground Rules • The primary goal of the breakout session is to generate discussion • Debate should focus on ideas posed, not the individual providing the input • Open and candid discussion is encouraged • Participants must use available microphones, stating their name and organization they represent EACH TIME they contribute to the discussion • Discussions will be non-attributable. All information gathered will be presented in the aggregate. No individual or agency will be mentioned in conjunction with a specific suggested improvement or opinion Spectrum Efficiency

  4. Objective 3— Spectrum Efficiency • Narrowbanding—This proceeding requires all users operating in the public safety bands below 512 MHz to migrate to 12.5 kHz channels. The initial ruling provided a timeline for migration, but enforcement has since been delayed • Promotes spectral efficiency by increasing the number of channels in a given amount of spectrum • Initial rulings limited backwards compatibility and migration time • Does this concept effectively increase spectral efficiency? • What works well in this example to promote efficiency? • What could be improved in this example?   5. Objective 3— Spectrum Efficiency • Secondary Markets—Allows license holders to lease unused spectrum to others. This concept is currently being considered for implementation in the public safety bands • Promotes spectral efficiency by allowing access to unused spectrum • Interference enforcement rules have yet to be developed • Does this concept effectively increase spectral efficiency? • What works well in this example to promote efficiency? • What could be improved in this example? Objective 3— Spectrum Efficiency • Commercial Services—This communications alternative offers both a low-cost option for primary or secondary public safety communications • Increases spectral efficiency by using commercial spectrum and networks • Public safety lacks control and exclusive use • Does this concept effectively increase spectral efficiency? • What works well in this example to promote efficiency? • What could be improved in this example?
