Implementation issues • Completion of houses sanctioned earlier to be ensured • Completion of 100% of sanctioned houses more than three years old and 75% of houses sanctioned two to three years ago • Convergence • WithNBA is mandatory • IAY implementing agencies to report progress to MoDWS also • Discrepancies in reporting to IAY & NBA have been observed (letter dated 28.01.2014) • Monitoring on AwaasSoft is being enabled – Construction of toilet to be ensured before completion of house • With MGNREGA – unskilled wage component for construction • Use of Administrative expenses • States may use upto 0.5% • upto 1% for IEC activities • upto 1% for Social Audits • UC/AR for administrative funds released have to be submitted separately
Unspent balances • Unutilised scheme funds lying with the blocks & DRDAs– normal allocation & special projects • Accumulated interest on such funds • Showing inflated figures of utilisation (in Annexure 1)during claim of 2ndinstalmentswhen actual expenditure remains less than that for the whole year
Financial issues • Bank account & CPSMS • DRDAs hold multiple accounts/ merged accounts - dedicated single bank account • Such accounts should be registered on CPSMS • Details of bank accounts sent with the proposal differ from the accounts to which 1st installment was released
Reporting AwaasSoft • MPR - hard copies/online - needs to be timely & regular • Reporting of progress for minorities- community wise • AwaasSoft is a implementation system – all activities have to be done through AwaasSoft • Special projects sanctioned in 2012-13 & 2013-14 should be reported & implemented through MIS • Issues faced in use of MIS & training requirements DBT • MIS would have to be up to date in order to operationalise eFMS • First phase of DBT - In 6 states (Gujarat, Haryana, Madhya Pradesh, Maharashtra, Odisha& Rajasthan)
Operationalisation of guideline provisions • Translation of guidelines into local official languages • Social Audit; 1% of Admin funds may be used • Action plan to improve involvement of PRIs in scheme implementation • SOP for handling irregularities/grievances in IAY • Action taken on Quality supervision mechanism • Identification, certification and use of local, cost effective eco-friendly technologies in constructing IAY houses • Capacity building initiatives
Grievance redressal • Action on guideline provisions • Timely action on complaints and NLM reports forwarded
Special Projects • Proposals for special projects for manual scavengers may be prepared on priority for 2014-15 • Special projects to be audited separately for settlement of accounts and completion of houses to be ensured • Proposals to be sent only after availability of beneficiaries has been ascertained and numbers fixed – change of target numbers will not be accommodated

Uttar Pradesh cont… Special projects • Rs. 7.93 cr released as 1st inst. to Sahariya tribes in Lalitpur district • Progress has to be reported through MIS Inter district transfer of targets – 21 districts involved • Districts in which targets are to be reduced - Proposals for 2nd inst. from should be based on the revised allocation • Districts receiving additional targets – • Must claim their 2ndinstalment based on earlier allocation • Districts will become eligible for claim of 2ndinstalments against transferred targets when 60% of the transferred amount is utilised
Preparations for 2014-15 • Proposals for special projects for manual scavengers may be prepared on priority for 2014-15 • Identification& Selection of beneficiaries – District wise/category wise and their registration on AwaasSoft may be started • Identification of beneficiary groups/areas to be covered under habitation approach • Training requirements for MIS • Social Audit, IEC & Quality Monitoring
