Implementation issues • Completion of houses sanctioned earlier to be ensured • Completion of 100% of sanctioned houses more than three years old and 75% of houses sanctioned two to three years ago • Convergence • WithNBA is mandatory • IAY implementing agencies to report progress to MoDWS also • Discrepancies in reporting to IAY & NBA have been observed (letter dated 28.01.2014) • Monitoring on AwaasSoft is being enabled – Construction of toilet to be ensured before completion of house • With MGNREGA – unskilled wage component for construction • Use of Administrative expenses • States may use upto 0.5% • upto 1% for IEC activities • upto 1% for Social Audits • UC/AR for administrative funds released have to be submitted separately

  3. Unspent balances • Unutilised scheme funds lying with the blocks & DRDAs– normal allocation & special projects • Accumulated interest on such funds • Showing inflated figures of utilisation (in Annexure 1)during claim of 2ndinstalmentswhen actual expenditure remains less than that for the whole year

  4. Financial issues • Bank account & CPSMS • DRDAs hold multiple accounts/ merged accounts - dedicated single bank account • Such accounts should be registered on CPSMS • Details of bank accounts sent with the proposal differ from the accounts to which 1st installment was released

  5. Reporting AwaasSoft • MPR - hard copies/online - needs to be timely & regular • Reporting of progress for minorities- community wise • AwaasSoft is a implementation system – all activities have to be done through AwaasSoft • Special projects sanctioned in 2012-13 & 2013-14 should be reported & implemented through MIS • Issues faced in use of MIS & training requirements DBT • MIS would have to be up to date in order to operationalise eFMS • First phase of DBT - In 6 states (Gujarat, Haryana, Madhya Pradesh, Maharashtra, Odisha& Rajasthan)

  6. Operationalisation of guideline provisions • Translation of guidelines into local official languages • Social Audit; 1% of Admin funds may be used • Action plan to improve involvement of PRIs in scheme implementation • SOP for handling irregularities/grievances in IAY • Action taken on Quality supervision mechanism • Identification, certification and use of local, cost effective eco-friendly technologies in constructing IAY houses • Capacity building initiatives

  7. Grievance redressal • Action on guideline provisions • Timely action on complaints and NLM reports forwarded

  8. Special Projects • Proposals for special projects for manual scavengers may be prepared on priority for 2014-15 • Special projects to be audited separately for settlement of accounts and completion of houses to be ensured • Proposals to be sent only after availability of beneficiaries has been ascertained and numbers fixed – change of target numbers will not be accommodated

  16. Kerala Total Central Releases as on 28.1.2014 Rs 173.83 cr Status of 2ndinstalment proposals Eligible districts -14; Received – 12 Released – 6; With IFD -2; Under Process – 1 Queries communicated – 3 (Kozhikode, Trivandrum & Wayanad) Proposals awaited from Idukki & Kannur

Madhya Pradesh Total Central Releases as on 28.1.1014 Rs. 343.24 crore Status of 2ndinstalment proposals Eligible districts – 50; Received - 44 Released – 6; With IFD – 9; Under process - 24 Queries communicated – 8 (Ashok Nagar, Balaghat, Chhindwara, Damoh, Gwalior, Neemuch, Seoni & Shivpuri)

  18. Madhya Pradesh cont… Special projects • Rs. 1.12 cr released as 1st inst. for families affected by Silicosis in 4 districts • Progress has to be reported through MIS

  20. Manipur Total Central Releases as on 28.1.2014 Rs 36.50 crore Status of 2ndinstalment proposals Eligible districts – 9; Received - 1 Under process - 1 • Para 8.6 of C&AG Report No 3 of 2003 regarding missing amount Rs.38.74 lakh in Ukhrul & Chandel districts – Reply awaited • Request for AwaasSoft training has been received – 3rd week of Feb for 3 or 4 NE States in Tripura (tentative)

  21. Punjab Total Central Releases as on 28.1.2014 Rs 27.39 crore Status of 1stinstalment proposals Received - 7 Released – 5 Queries communicated – 2 (Faridkot & Gurdaspur) Release of funds is pending – bank accounts not registered on CPSMS

Tripura Status of 2ndinstalment proposals Eligible district -8; Received - 8 Released – 8 Total Central Releases as on 28.1.2014 Rs. 99.58 crore Special projects 2013-14 • Rs. 33.28 cr released as 1st inst. to families benefitted under FRA in all 8 districts • Rs. 6.92cr released as 1st inst. to families of surrendered militants in all 8 districts • Progress has to be reported through MIS • Request for AwaasSoft training has been received – 3rd week of Feb for 3 or 4 NE States in Tripura (tentative)

Tamil Nadu Total Central Releases as on 28.1.2014 Rs. 522.38 crore Status of 2ndinstalment proposals Eligible districts – 31; Received - 31 Released – 26; With IFD – 1; Under Process - 1 Queries communicated – 3 (Ariyalur, Coimbatore & Theni) Special projects 2013-14 • Rs.93.86 cr released as 1st inst. to families affected by cyclone in Cuddalore & Villupuram districts - Progress has to be reported through MIS Request for reallocation of targets from Madurai to Kancheepuram & Vellore is under process

Uttar Pradesh Total Central Releases as on 28.1.2014 Rs. 1244.75 crore Status of 2ndinstalment proposals Eligible districts -50; Received - 50 Released – 29; With IFD – 4; Under process – 5 Queries communicated – 12 – Agra, Banda, Bareilly, Bijnour, Badaun, Etawah, Jaunpur, Kanshiramnagar, Kaushambi, Mahoba, Shrawasti & Siddarthnagar

  25. Uttar Pradesh cont… Special projects • Rs. 7.93 cr released as 1st inst. to Sahariya tribes in Lalitpur district • Progress has to be reported through MIS Inter district transfer of targets – 21 districts involved • Districts in which targets are to be reduced - Proposals for 2nd inst. from should be based on the revised allocation • Districts receiving additional targets – • Must claim their 2ndinstalment based on earlier allocation • Districts will become eligible for claim of 2ndinstalments against transferred targets when 60% of the transferred amount is utilised

  26. Preparations for 2014-15 • Proposals for special projects for manual scavengers may be prepared on priority for 2014-15 • Identification& Selection of beneficiaries – District wise/category wise and their registration on AwaasSoft may be started • Identification of beneficiary groups/areas to be covered under habitation approach • Training requirements for MIS • Social Audit, IEC & Quality Monitoring
