Implementation issues • Completion of houses sanctioned earlier to be ensured • Completion of 100% of sanctioned houses more than three years old and 75% of houses sanctioned two to three years ago • Convergence • WithNBA is mandatory • IAY implementing agencies to report progress to MoDWS also • Discrepancies in reporting to IAY & NBA have been observed (letter dated 28.01.2014) • Monitoring on AwaasSoft is being enabled – Construction of toilet to be ensured before completion of house • With MGNREGA • Unskilled wage component for construction • Funds for construction of toilets raised to Rs.5400 • Use of Administrative expenses • States may use upto 0.5% • upto 1% for IEC activities • upto 1% for Social Audits • UC/AR for administrative funds released have to be submitted separately

Unspent balances • Unutilised scheme funds lying with the blocks & DRDAs– normal allocation & special projects • Accumulated interest on such funds • Showing inflated figures of utilisation (in Annexure 1)during claim of 2ndinstalmentswhen actual expenditure remains less than that for the whole year

  4. Financial issues • Bank account & CPSMS • DRDAs hold multiple accounts/ merged accounts - dedicated single bank account • Such accounts should be registered on CPSMS • Details of bank accounts sent with the proposal differ from the accounts to which 1st installment was released

  5. Reporting AwaasSoft • MPR - hard copies/online - needs to be timely & regular • Reporting of progress for minorities- community wise • AwaasSoft is a implementation system – all activities have to be done through AwaasSoft • Special projects sanctioned in 2012-13 & 2013-14 should be reported & implemented through MIS • Issues faced in use of MIS & training requirements DBT • MIS would have to be up to date in order to operationalise eFMS • First phase of DBT - In 6 states (Gujarat, Haryana, Madhya Pradesh, Maharashtra, Odisha& Rajasthan)

  6. Operationalisation of guideline provisions • Translation of guidelines into local official languages • Social Audit; 1% of Admin funds may be used • Action plan to improve involvement of PRIs in scheme implementation • SOP for handling irregularities/grievances in IAY • Action taken on Quality supervision mechanism • Identification, certification and use of local, cost effective eco-friendly technologies in constructing IAY houses • Capacity building initiatives

  7. Grievance redressal • Action on guideline provisions - Timely action on complaints & NLM reports

  8. Special Projects • Proposals for special projects for manual scavengers may be prepared on priority for 2014-15 • Special projects to be audited separately for settlement of accounts and completion of houses to be ensured • Proposals to be sent only after availability of beneficiaries has been ascertained and numbers fixed – change of target numbers will not be accommodated

Andhra Pradesh cont… Special projects • PTG’s – Rs.35.63 cr released as 1st inst to 10 districts • Progress has to be reported on MIS Issues in porting data • Deficiencies in data for 2012-13 needs to be rectified • Porting of data for 2013-14 must be done immediately & at monthly interval from now on

Arunachal Pradesh Status of 2ndinstalment proposals Eligible districts – 16; Received - 11 Released – 3; With IFD – 2; Under Process - 4 Queries communicated - KurungKurmey & Lower Subansiri Proposals awaited – Changlang, Dibang Valley, East Siang, Lower Dibang Valley & West Siang Total Central Releases as on 28.01.2014 Rs. 36.59 cr

  12. Arunachal Pradesh cont… Special projects • Sullung tribes – Rs.10.81 cr to 3 districts • Progress has to be reported separately Reporting • Hard copies of the MPR must be furnished regularly every month • Possibility for offline data entry needs to be explored

  13. Bihar Status of 2ndinstalment proposals Eliginle district – 38; Received - 37 Released – 12; With IFD – 4 Queries communicated – 21 Awaited from Samastipur Total Central Releases as on 28.01.2014 Rs. 1922.40 cr

Bihar • Special projects • Unutilised special package funds deducted should be transferred to normal IAY & full central share reflected in UC/AR • UC/AR for packages may be furnished to settle the accounts • Special audit of earlier projects must be completed by February • Action to be taken on NLM report by February

Chhattisgarh Total Central Releases as on 28.01.2014 Rs. 472.90 cr Status of 2ndinstalment proposals Eligible districts- 27; Received - 27 Released – 16; Under With IFD - 1 Queries communicated - 10 (Bastar, Bijapur, Dantewada, Durg, JanjgheerChampa, Kawardha, Korba, Raigarh, Raipur, Rajnandgaon)

Chhattisgarh cont… Special projects - 2013-14 • Rs. 1.81 cr released as 1st inst. to families affected by LWE violence in Bijapur • Rs. 0.93 cr released as 1st inst. to families affected by flood in 5 districts • Rs.180.52 cr released as 1st inst. to families benefitted under FRA • Progress has to be reported on MIS

Karnataka Status of 2ndinstalment proposals Eligible districts- 29; Received - 29 Released – 16; Under Process - 12 Queries communicated - Hassan Total Central Releases as on 28.01.2014 Rs. 388.76 cr • Deficiencies in data for 2012-13 needs to be rectified • Porting of data for 2013-14 must be done immediately and at monthly interval from now on

Himachal Pradesh Status of 2ndinstalment proposals Eligible districts- 12; Received - 12 Released – 10; With IFD – 1 Queries communicated – 1 (Shimla) Total Central Releases as on 28.01.2014 Rs. 34.23 cr • Release of funds to Kullu district is pending – IFSC code does not match with that registered on CPSMS Special projects • Rs.0.92 cr released as 1st inst. to families affected by flood – Progress to be reported on MIS separately

  21. Maharashtra Status of 2ndinstalment proposals Eligible districts- 22; Received - 31 Released - 28; Under Process - 2 Queries communicated – 1 (Solapur) Awaited from – Sangli Total Central Releases as on 28.01.2014 Rs. 703.78 cr

  22. Meghalaya Status of 2ndinstalment proposals Eligible districts- 7; Received - 5 Released – 4; Under process - 1 Awaited from – East Garo hills & South Garo hills Total Central Releases as on 28.01.2014 Rs. 49.07 cr

  23. Nagaland Status of 2ndinstalment proposals Eligible districts- 11; Received - 11 Released - 11 Total Central Releases as on 28.01.2014 Rs. 54.42 cr Reporting Hard copies of the MPR must be furnished regularly every month Possibility for offline data entry needs to be explored

Odisha cont… Special projects - 2013-14 • Rs.21 cr - 1st inst. to PTG in Nuapada & Rayagada districts • Rs 105.97 cr - 1st inst. to FRA beneficiaries in 11 districts • Rs. 0.37 cr - 1st inst. to families affected in tornado in Balasore district • Progress has to be reported on MIS eFMS was to be piloted in Cuttack district – no further progress

West Bengal Status of 2ndinstalment proposals Eligible districts- 19; Received - 14 Released – 7; With IFD – 5; Under Process - 1 Queries communicated – 1 Howrah Total Central Releases as on 28.01.2014 Rs. 712.00 cr Release of funds to Bankura and Birbhum districts is pending - Bank accounts submitted with the proposal are not registered on CPSMS & differ from the account in which 1st inst. was released

  32. Preparations for 2014-15 • Proposals for special projects for manual scavengers may be prepared on priority for 2014-15 • Identification& Selection of beneficiaries – District wise/category wise and their registration on AwaasSoft may be started • Identification of beneficiary groups/areas to be covered under habitation approach • Training requirements for MIS • Social Audit, IEC & Quality Monitoring
