4. 1793- The Proclamation of neutrality • Designed to keep America out of further wars • Washington believed if they got involved in the European war it could mean destruction to the U.S through division or bringing the war to American shores.

5. 1794-WHISKEY REBELLION A group of farmers made attacks against exice taxers Washington placed the matter in front of a Justice of Supreme Court In September of that year Washington issued a proclamation ordering the militia to assemble a march and stop the Rebellion

6. Jay’sTreaty • 1794 Jay's Treaty was signed, averting the threat of war. • provided America a limited right to trade in the West Indies • Washington pressed for ratification and the treaty passed the Senate in June, 1795.

7. Judiciary Act • Washington’s first acts were to establish the judiciary • Washington established a six-member Supreme Court • Supreme Court was given exclusive original jurisdiction over all civil actions between states, or between a state and the United States
