  4. Brian – Men’s Soccer Transfer • Must complete academic year of residence. • NCAA Bylaws 14.5.4.1 and 14.5.4.2. • Watch AMA Education On Demand video for overview of the basics.

  5. Brian – Men’s Soccer Transfer • Never registered with the NCAA Eligibility Center. • Completed GCSE in England. • Has attended multiple institutions. • Earned Associate of Arts degree.

  7. Brian – Men’s Soccer Transfer • Brian is a 4-4-2-4-2-4 transfer. • Where do we start? • Need to identify the type of transfer. • What are the important facts?

  8. Brian – Men’s Soccer Transfer • Last full-time enrollment was at the two-year college in fall 2010. • Bylaw 14.5.4.1 or 14.5.4.2? • Does Brian meet the requirements?

  9. Brian – Men’s Soccer Transfer • Bylaw 14.5.4.2. • Full time for two semesters or quarters. AND • Must have one of the following: • Graduate from the junior college; or • Average 12 hours for each full-time term.

  10. Brian – Men’s Soccer Transfer • Does Brian meet the requirements? • He has been enrolled for two full-time terms. • He has an AA degree. • Line in the sand. • Bylaw 14.5.4.2.1.

  11. Bylaw 14.5.4.2.1 • If transfer never attended a four-year institution: • All full-time semesters can be used; • All transferable credits; and • Any academic degrees earned.

  12. Bylaw 14.5.4.2.1 • If transfer has attended a four-year institution: • Only full-time semesters/quarters attended since; • Transferable degree credits earned since; and • Academic degrees earned since.

  14. Brian – Men’s Soccer Transfer • Since Brian’s last full-time enrollment at a four-year institution. • Has only spent one full-time semester at a two-year institution; and • Brian cannot use the AA degree he earned.

  15. Exceptions for Two-Year College Transfers • 14.5.4.5.1 – Discontinued/Nonsponsored Sport Exception. • Original two-year college dropped or never sponsored the sport; • While student-athlete was in attendance; • Student-athlete did not attend another school; and • Maintained a 2.000 GPA.

Exceptions for Two-Year College Transfers • 14.5.4.5.2 – Nonrecruited Student Exception. • Not recruited by certifying institution; • No athletically related financial aid received; • No competition at any previous institution; • No countable athletically related activities beyond 14 consecutive calendar days; and • Eligible for admission to certifying institution out of high school.

Exceptions for Two-Year College Transfers • Bylaw 14.5.4.5.3 – Two-Year Nonparticipation. • Consecutive two-year period before participation in countable athletically related activities; • No countable athletically related activities beyond 14-day consecutive period; or • No organized noncollegiate amateur competition while enrolled full time.

  18. Exceptions for Two-Year College Transfers • Bylaw 14.5.4.5.4 – Return to Original Institution Exception. • Returns to original four-year college from which he or she transferred to junior college; and • Cannot have unfulfilled residence requirement.

  20. Newly Adopted Legislation • NCAA Proposal No. 2011-19. • Must transfer six semester/eight quarters of English credit. • Must transfer three semester/four quarters of math credit. • Transfers initially enrolling full time in college. • August 1, 2011, and thereafter.

  21. Proposal No. 2011-20 • Effective for Division II enrollees starting August 1, 2011. • Qualifiers, partial qualifiers and nonqualifiers. • Attend junior college for one full-time term. • Graduate from junior college.

  40. Four-Year College Transfers • Bylaw 13.1.1.2. • Must receive permission to contact prior to discussing or encouraging transfer. • Bylaw 14.5.5.1. • Every 4-4 transfer must serve an academic year in residence. • Always start with the general rule.

  42. Franc – Men’s Basketball • Franc graduated from secondary school in 2007. • Enrolled at a French University, graduated in 2010. • Plans to enroll at Division II institution in 2011.

  44. Participation History • Competed in 2007-08 and 2008-09. • Bordeaux College does not have participation history for 2009-10. • Must determine if Franc participated. • Bylaw 14.7.2 (outside competition, basketball).

  45. Is Franc Eligible? • Received the tracer form. • Received permission to contact. • Always start with the general rule. • Does he meet an exception?

Is Franc Eligible? • He has used two seasons of competition for his participation at Bordeaux College. • He graduated from the foreign institution in 2010. • Bylaw 14.1.9.1. • Bylaw 14.1.9.2. • Does your institution recognize his degree as a baccalaureate? • Has he been accepted in a post-baccalaureate degree program?

  47. What about 2010-11? • During the preseason compliance meeting, Franc reveals that during 2010-11 he: • Played for a local basketball club. • Team was regularly formed. • Official score was kept. • Uniforms were worn. Bylaws 14.7.4.1 and 14.7.4.2

  48. Is Franc Eligible? • Not yet. • Must file a student-athlete reinstatement request. • Possible withholding. • Do not forget to have Franc register with the NCAA Eligibility Center. • Amateurism certification required.

  49. Mary – Volleyball • Mary graduated from secondary school in 2008. • According to coach, Mary will be a 4-2-4-4 transfer when she enrolls next fall. • Can she be immediately eligible?
