Calculations in UPLAN • Energy and Ancillary Services are Co-optimized with Power Flow and All Transmission Constraints • Energy and A/S Prices are determined simultaneously • Ancillary Service markets are Cascaded – “higher quality” product can be used to satisfy a “lower quality” requirement • Non-spinning Reserve Requirement • Requirement met with Non-Spinning Reserves + Available Spinning Reserves + Available Regulation Reserves • Price = Non-spinning Shadow Price • Spinning Reserve Requirement • Requirement met with Available Spinning Reserves + Available Regulation Reserves • Price = Non-spinning Shadow Price + Spinning Shadow Price • Regulation Requirement • Requirement met with only Regulation Reserves • Price = Non-spinning Shadow Price + Spinning Shadow Price + Regulation Shadow Price

  4. A/S Products used in 2012 5 Year Plan • Spinning in Uplan was set to 1,950 MW in all hours • Replacement Reserve was 1,400 MW of the total in all hours • Regulation Up was 550 MW of the total in all hours

A/S Products proposed for 2013 5 Year Plan • Replacement Reserve (Spinning in UPLAN) • Set to 1,400 MW in all hours • Presented on next 3 slides: • Regulation Up • Regulation Down • Non-Spin • Each product is updated on a month look ahead process • The data presented is from current and historical near term data

Capacity allocated from resources • Capacity for spinning is not greater than 24% of High Sustained Limit (HSL) • Capacity for other products is based on operating capabilities of each resource • Ramp rates determine the A/S Quantity bid if not specifically included • Ramp size in 10 minutes is used for Regulation and Spin services • Ramp size in 30 minutes is used for Non-spin • The A/S Quantity can also be specifically included for each generator and each A/S market • Resources assigned to each product are from the Resource Asset Registration Form (RARF)
