  1. EMODnet Chemistry II (2013-2016) WP5 Analysis and Recommendations (03 JUNE 2013) WP Leader: Neil Holdsworth, ICES

  2. In Conclusion... • EMODnetchem needs very specific use cases, MSFD is the (current) best fit • 2 lines of iterative engagement; SDN user panel (the details), and WG-DIKE/GES (the policy) • Phase II; moving from ”off the rack” products to something ”tailored”

  3. BACKGROUND: Who’s pulling the strings... DG-MARE (Maritime Affairs) DG-ENV (Environment) & EEA Blue growth Blue technology Shipping Wind/Wave energy Fisheries and Aquaculture Effect of pressures from exploitation Impacts on environment of human activity Intrinsic value of environment

  4. BACKGROUND: and the tools they have... DG-MARE (Maritime Affairs) DG-ENV (Environment) & EEA Data Collection Framework (DCF) and DC-MAP Marine Knowledge 2020 EMODNET Water and Marine Framework Directive (WFD/MSFD) Habitats, Bathing water etc. Directives INSPIRE (Public body spatial data) WISE and WISE-Marine

  5. TIMELINE: Some important events Marine knowledge 2020 MODEG est. EMODnet phase I EMODnet phase II 2007 2009 2011 2013 2015 2018 GES, ESA and WG-DIKE WG-DIKE (tech sub-group) MSFD INSPIRE

  6. EMODnet Chemistry I (2009-2012) ....improvements for next time • Large volume of work (still to do) on standardization of data/meta-data • Complexity of measurements in the current SDN vocabulary structure (too many possible combinations) • Heterogenity of measurements (spatial, method), need to split into homogeneous datasets for product generation • Contaminants; fixed QC is not adequate • Regional experts needed for regional products

  7. EMODnet Chemistry I (2009-2012) ....improvements for next time

  8. EMODnet Chemistry II (2013-2016) WP5 Analysis and Recommendations WP description: inputs • Specific MSFD feedback through WG-DIKE and WG-GES • Other users, needs and feedback • Gather feedback from ENV 2012/11 “Sea basin Checkpoints” • Feedback from Chemistry project partners including data providers • Overall EMODNet strategy developments at EU and Member States levels

  9. EMODnet Chemistry II (2013-2016) WP5 Analysis and Recommendations WP description: objectives • Engage with MSFD stakeholders and align/revise chemical portal and products through dialogue • identify key users and report on the effectiveness of the system in meeting the needs of end-users • provide a summary feedback to the products work package (WP3) • To establish efficient tools to obtain users feedback

  10. EMODnet Chemistry II (2013-2016) WP5 Analysis and Recommendations 2 lines of iterative engagement; - SDN user panel - MSFD decision making working groups: GES (Good environmental Status) ESA (Economics and Social Assessment) DIKE (Data and Information Knowledge Exchange)

  11. EMODnet Chemistry II (2013-2016) From DOW calculate spatially distributed data products specifically relevant for Marine Strategy Framework Directive Descriptors 5 (eutrophication), 8 (chemical pollution) and 9 (contaminants in seafood)1based on guidance provided by the Marine Strategy Framework Directive Common Implementation Strategy2

  12. 1) Role of Regional Sea Commissions (RSC’s) • Commission has clarified since the drafting of EMODnet II tenders • Expectation to use/adapt existing data products/indicators 2) MSFD CIS* • A series of papers developed and agreed through Commission working groups • Have implicit member state acceptance through marine directors • Provide guidance but not specifics on the ‘how to’

  13. WG-DIKE and WISE-Marine Strategy for activities under Art 19.3 DIKE-7/2013/05 Data assembly standards Data access Data discovery

  14. WG-DIKE technical meeting (July 04) • WISE-Marine data flows mapping proposal template Assessment WG-GES Indicators WG-DIKE Data assembly Data Collection (sources of observations)

  15. WG-DIKE technical meeting (July 04)

  16. WG-DIKE technical meeting (July 04) • Specific agenda placeholder for input from EMODnet Chemistry • ”How can Emodnet (chemistry) engage in support to MSFD data reporting”

  17. MSFD is the (current) best fit • Phase II; moving from ”off the rack” products to something ”tailored”
