  8. Work Program • WORKING GROUPS • Call launched for CVs of experts • Open until 30 June 2006 • CVs put in a data base where from people are chosen to buid a task force • Already around 120 CVs in the data base • Task forces contracted by EC for limited number of days and very detailed working scope • Report endorsed by DG TREN and then submitted for comments to the EFC Expert Group Commission EuropéenneDirection Générale de l’Énergie et des Transports

  9. Working Groups • 1. DSRC technologies led by Jesper Engdahl (RAPP AG) • Report studied by EFC Expert Group : 8 June 2005 • 2. Classification of vehicles led by Ken Perrett • Report finalized 02 / 2005 • 3. enforcement of offenses Jean Mesqui (ASFA) • Report studied by EFC Expert Group : 06 / 2005 • MS comments due for 30 November 2005 • 4. certification centers Fransisco Soriano – (LISITT) • Report provided October 2005, discussed by EFC expert Group : 7 December 2005 Commission EuropéenneDirection Générale de l’Énergie et des Transports

  10. Working Groups • 5. Technologies and specification for enforcement : led by Joao Pecegueiro (Via Verde – PT) • Report expected end of 2005, discussed EFC Expert Group March 2006 • 11. specifications for a pan-European EFc application on microwaves led by Bernhard Oerhy (RAPP AG) • Report expected end of 2005 / Jan 2006, discussed EFC Expert Group March 2006 Commission EuropéenneDirection Générale de l’Énergie et des Transports

  12. EC Decision on Technical definitions • From the reports of the 10 Groups : • First DG TREN proposal for a Commission Decision discussed with EFC Expert Group March / April 2006 • Takes only into account elements on Technology • Internal Consultation Process April / May • Submitted to the Regulatory Committee : June 2006 Commission EuropéenneDirection Générale de l’Énergie et des Transports

  13. Work Program • RCI • Project for demonstration under the frame of the 6th RTD FP • Launched in July 2005 for 36 months • Led by ERTICO and involves most of motorway and toll operators in Europe • Demonstration of transactions by DSRC as well as GNSS / CN with the same onboard unit • Call for tenders to choose two electronic integrators for the OBU : Jan / Feb 2006 • 25 expressions of interest already received Commission EuropéenneDirection Générale de l’Énergie et des Transports

  14. HMI interface European application (to be defined) MISTER CARDME specification ISO 17575 CEN DSRC interface Telepass Interface GNSS interface GPRS interface Commission EuropéenneDirection Générale de l’Énergie et des Transports

  15. Market strategy • Some elements for the future : • The price between the GNSS part and the DSRC part is now very different in range of magnitude (400 € versus 20 €) • The Directive does not prevent operators to offer to their clients OBUs corresponding to their needs • CEN DSRC only • CEN DSRC + TELEPASS • GNSS + DSRC Commission EuropéenneDirection Générale de l’Énergie et des Transports

  16. Market strategy • Clients request that these should be used for all onboard applications which require the same technologies • Tolling • Freight and fleet management • Management of dangerous goods • Routing • … • Some trucks are already equipped with fleet and freight management terminals containing GPS and GPRS Commission EuropéenneDirection Générale de l’Énergie et des Transports

  17. Market strategy • Therefore, the OBU designed for EFC should also be open to other applications • And OBUS used for Freight and Fleet Management should be open to tolling applications • Integration of functions is the key to an unexpensive EFC OBU Commission EuropéenneDirection Générale de l’Énergie et des Transports

  18. Market strategy • However, all OBUS used for EFC must be certified for the needs of EFC operators, including all security mechanisms • Integration of functions will lead to integration of the onboard unit in the vehicle by manufacturers, when they construct and deliver the truck or coach • This paves the way to other ITS services (emergency call, management of dangerous goods…) Commission EuropéenneDirection Générale de l’Énergie et des Transports

  19. CESARE III • Projet between ASECAP (PT – AT - DK - ES – FR – IT – NO – SLO - EL – HR – HU) and the Stockholm group (UK – NL – DE – SV – FI – CH – SLO) • Follow-up of CESARE I and II • Cesare II has provided important results for cooperation between road concessionnaires levying tolls • Results applied in PISTA inside ES and between ES and FR • CESARE III aims to adapt CESARE II to the needs of the Stockholm group organizations Commission EuropéenneDirection Générale de l’Énergie et des Transports

  20. CESARE III • Aims of the project : • Service definition • Procedural interoperability • Memorandum of understanding between operators • Single contract with clients • Service conditions Commission EuropéenneDirection Générale de l’Énergie et des Transports

  21. CESARE III • Structure of the project : • WP 1and 2 : revise business model and provide service definition • WP 3 and 4 : organisational arrangements and documents for contractual interoperability between operators of all kinds • WP 5 : procedural interoperability • WP 6 : liaison with external bodies like the Comité Télépéage • Duration 18 months starting April 2005 • Contact : Claude Bidaud (ASF – France) • Tel : +33.1.72.71.90.20 • claude.bidaud@asf.fr Commission EuropéenneDirection Générale de l’Énergie et des Transports

  22. CESARE III • End of the project : October 2006 • Results of the project discussed EFC Expert Group December 2006 • Preparation of the Commission Decision related to contractual and procedural issues in Jan 2007 • Commission Decision discussed EFC Expert Group Feb 2007 • Internal EC process for adoption Feb / April 2007 • Submitted to the Regulatory Committee May 2007 Commission EuropéenneDirection Générale de l’Énergie et des Transports

  23. Work Program • 3. Pan-European Certification procedures and label for equipment, including those for enforcement of violations • Onboard units (key issue) • Enforcement tools providing the evidence of the offence • Integration of OBU in the vehicles • Need a network of certification centers and common procedures • How to do it ? • project to launch by DG TREN under a call for tenders in 2006 • Specs prepared by Expert Group 4 Commission EuropéenneDirection Générale de l’Énergie et des Transports

  24. Work Program • 4. Exception handling • VERA 2 leads to : • new EC draft Directive • Because no MS has started to implement the Council Decision of 8/5/03 • eNFORCE network : deployment of a first version with AT – ES – FR – NL under preparation (VERA 3) • Certification procedures for the equipment • But VERA 2 might be more efficient for criminal offences than for civil ones like EFC • Therefore, MS should do their best to fight fraud on their own territory Commission EuropéenneDirection Générale de l’Énergie et des Transports
