Swedish environmental qualitative objectives: • The Government’s overall environmental policy objective is to hand over next generation a society in which the main environmental problems have been solved. • Sweden should be a driving force and a model of ecologically sustainable development. • Protection of the environment • Sustainable supplies • Efficient resource utilisation

The SAMS project (SAmhällsplanering med Miljömål i Sverige) Environmental objectives and indicators in spatial planning and strategic environmental assessment - National Board of Housing, Building and Planning - Swedish Environmental Protection Agency - Swedish International Development Cooperation Agency (Sida) - Life (the EU environmental fund)

  6. Objective: - To develop a practical method to improve the potential of comprehensive spatial planning for creating a sustainable society. The method will facilitate communication between those engaged in comprehensive planning, e.g. planners and environmental experts.

  7. Purpose: - To develop and strengthen the municipalities’ planning activities in order to better integrate environmental aspects into spatial planning. The SAMS project will also develop and define the potential contribution of spatial planning to the achievement of environmental objectives.

  8. 1. Information in various environ-mental sectors is not readily available as data that can be used for spatial planning. 3. For the purposes of spatial planning GIS tools will be needed to facilitate visualisation of environmental issues and the processing of large quantities of inform-ation. 2. No practical method exists for integrating environ-mental aspects into community planning. Reasons for the project:

Approach: - Environmental objectives are translated into criteria that can be used in spatial planning - Field indicators and plan indicators are developed in order to facilitate environmental impact assessments - Indicators also supply data for SEAs GIS as a tool for visualisation and information processing

  10. Thematic studies: - Environmental objectives and physical structures A study of ways of adapting environmental objectives for use in spatial planning, in particular in order to establish the extent to which physical structures are compatible with the objectives.

  11. Thematic studies: - Strategic environmental assessments (SEAs) A study of ways of developing the use of environmental objectives and indicators in SEAs for the purposes of spatial planning.

  12. Thematic studies: - Geographic information systems (GIS) A study of the use of GIS as an analytic tool for visualising and using planning-adjusted environmental objectives and indicators in spatial planning.

  13. Case studies: Eight case studies within the framework of the SAMS project are in progress in different parts of Sweden. Their common denominator is their connection with ongoing local planning work.

  14. Case studies: The regional planning level - the Board of Regional Planning and Urban Transportation. The issues being investigated in the case studies are combined with a methodological approach in the thematic studies.

  15. Case studies: Burlöv Objective: achieving a good living environment by reducing the environmental impact of traffic. Indicators are being developed to describe and monitor the connections between the living environment, green areas and infrastructure.

  16. Case studies example: Burlöv Area: 19 km2 Inhabitants: 14 549 (771/km2)

  17. Case studies: Helsingborg The focus is on the interaction between built-up areas and traffic. The objective is to ensure that public transport will absorb the increase in traffic. How can spatial planning contribute? Indicators that describe the environmental impact of comprehensive plans and SEA methodologies are also being developed in Helsingborg.

  18. Case studies example: Helsingborg Area: 51 km2 Inhabitants: 108 615 (2130/km2)

  19. Case studies: Trollhättan Initially, the study focused on the potential for self-sufficiency based on local production of food and energy. Implementation at the local level of the environmental quality goal A Good-Quality Built Environment in the municipality’s future comprehensive plans is also being studied.

  20. Case studies: Stockholm – two case studies Case study 1 deals with biological diversity in the National Urban Park. Biological diversity objectives and indicators are being designed for use in spatial planning. Case study 2 has to do with environmental impact assessments. The study aims to develop a method for integrating environmental assessments into planning at district level. Ways of using these assessments when preparing environmental impact assessments for detailed development plans are also being studied.

Case studies: Falun/Borlänge – joint study Environmental objectives and indicators for agriculture and forestry that are adapted for planning purposes, food supplies, renewable energy sources and preservation of biological diversity are some of the subjects of this joint study. Storuman Sustainable development scenarios in a very sparsely populated area are being designed for use in a new comprehensive plan.

  23. Case studies: The Office of Regional Planning and Urban Transportation (RTK) This study focuses on SEAs in regional planning. The national environmental objectives and indicators are an important feature of these SEAs. Various planning alternatives are being studied.

  27. Case studies: South Africa Cooperation with planners and environmentalists in two South African cities, Port Elisabeth and Kimberley. The purpose of the South African studies is to contribute to better integration of environmental matters into these cities’ spatial planning.

  28. EnviCat: The Environmental Satellite Data Centre, MDC Swedish Space Corporation, SSC EnviCat is a catalogue for environment related geographical data, with a user interface that can be used via the Internet. SAMS uses the catalouge for data storage and distribution.

  29. EnviCat: Platform: The geographical data and its meta data are stored in a relational database, Oracle Version 8, which has been spatially enabled using SDE (Spatial Database Engine) by ESRI.

  30. Approximate time schedule for the SAMS project: Phase 1, January-March 1998: - drafting of case study programmes and a situation report; information strategy, feedback and approval process Phase 2, April 1998-March 1999: - commencement of case studies and work on thematic studies, method development

  31. Approximate time schedule for the SAMS project: Phase 3, April 1999-March 2000: - ongoing case studies and thematic studies, follow-up of results, completion and final report Phase 4, April-September 2000: - summing up of experience gained and results, drafting of reports, presentation of methodological proposals, catalogue, international seminar 4-5 May 2000.
