  1. VINE – Protective Order Design Goals • Provide a convenient means for Maryland Law Enforcement Agencies to notify VINE within 2 hours of service of a protective order • Provide a mechanism for a Maryland Law Enforcement Agency to be notified when another Law Enforcement Agency serves one of its protective orders • Provide an emergency notification system in case of a METERS outage • To make an accommodation for difference between NCIC policy and Maryland State Law on the Date of Expiration

VINE Direct Notification Form • A new METERS form (VINE Direct Notification Form) will be provided for METERS users • A new RMDT Transaction will be made available • Both transactions will: • Notify VINE • Send a Service Notification Administrative Message (SNAM), to the Originating Agency • The SNAM will notify an Originating Agency when a transferred PO is served

  4. Fields on the VINE Notification Form Name of Serving Officer Phone Number of Serving Officer ORI of Serving Agency Date of Service Originating Agency’s ORI Protective Order Number

  5. Service Notification Administrative Message (SNAM) • SNAM message will be sent to the Originating Agency • Message will include Service Information • Message will include PO information • Originating Agency will then be able to right-click message to auto-populate the associated PO form

  6. What Happens if METERS Is Down? • DPSCS will maintain a website which will only be accessible when METERS is out of service • The website will be accessible from a standard internet connection • To access this website you will need to be a METERS user

Date of Expiration: NCIC Policy vs. Maryland State Law • NCIC Policy states that POs expire at 12:00 am on the Date of Expiration. • Maryland State Law states that POs expire at 12:00 am on the day after the Date of Expiration. • For Protective Order - VINE notification both need to be accommodated. • For METERS Protective Order Enter and Modify Forms, a checkbox will be added for service on the Date of Expiration. • Direct Notification transactions will allow the Date of Service to be equal to the Date of Expiration. • If served before the Date of Expiration the PO will be sent to VINE, METERS, and NCIC. • If served on the Date of Expiration the PO will be sent only to VINE. • If served after the Date of Expiration an error message will be sent to the user.
