  2. Rationale for a Joint Solicitation of the UNP6 and URD4 Grant Program • Timelier funding for Grantees • Streamlining Board Items • Eliminates need to prepare two grant applications & two grant review processes • Reduces paper for multiple grant cycles

  3. Funding Available for UNP6 and URD4 (FY 04/05) • Statutory allocation of funding from the Used Oil Recycling Fund • Total Funding $2.2 million • Nonprofit - $1.1 million • Research & Demonstration - $1.1 million

  4. Non-ProfitGrant (6th cycle) • Competitive grant to for non-profit agencies to assist local government agencies efforts to: • Reduce improper oil disposal; • Establish or enhance used oil collection programs • Funding $1.1 million --Up to $200,000 per grant

  5. Non-Profit Grant Criteria • Partnerships with auto parts & others to collect used oil filters • CBSM campaigns targeting immigrant communities about used oil/ filter collections; • Marina programs to collect oil • Oil & Filter Recycling for small business

  6. Scoring the Non-Profit Grant Proposed Criteria • Each Priority Program Criterion worth 10 points; • Applicants select one of the four options if seeking the priority points; • The top scoring applicant in each criterion would be recommended for funding

  7. R&D Grant (4th cycle) • Competitive grant for businesses, local governments, non-profits , or others pursuing research, testing, and demonstration projects related to used oil collection technologies and uses for recycled or used oil. • Funding $1.1 million - Up to $200,000 per grant or $300,000 for technology or regional demonstrations

  8. Scoring the R&D Grant Proposed Criteria • Each Priority Program Criterion worth 10 points; • Applicants select one of four options if seeking the priority points; • Applicants recommended for funding based on rank order, regardless of project category

  9. Research & Demonstration Grant Criteria • Demonstrates, tests or researches technique, or product from recycling of used oil/filters or used oil plastic containers; (up to $300,000) • CBSM targeting immigrant communities, about used oil/filter collection

  10. Research and Demonstration Grant Criteria • Promotes oil source reduction and used oil and filter recycling; or • Establishes and promotes agricultural used oil and/or filter collection programs

  11. General Criteria • Increased emphasis on cost effectiveness • Added points. in “Budget” for cost effectiveness; • 85 total possible points (pts.)

  12. Request for Exceptions • Full 3 year grant term • Permit Checklist exemption • Reduction in points for Recycled Content Policy • Geographic Distribution of Funds

  13. Discretionary Program Criteria • 5 points for applicants that target a community that is different from communities targeted in the previous grant cycle

  14. Scoring Minimums • Minimum of 70% on General Criteria to “qualify” • Qualified Applicants then receive Program Criteria points • Passing Grants: 70 points • Highest Ranking Get Funded
