Newcomers Indoctrination • Goal: Orientate controllers with new duty location • AOF/CC, CCTLR, CATCT, and CSE brief mission, medical qualifications and procedures, training requirements, certification procedures, initial evaluation and crew procedures • Schedule tours/visits with base work centers and other ATC facilities, FAA or Host Nation ATC to understand working relationship • Indoctrination Development – AT-M-08as guide

Weather Training • All controllers receive local weather training • Local weather units train and certify controllers to take Cooperative Weather Watch observations including: • Tower visibility observations • Limited weather observations • Local weather phenomenon training • Use of weather equipment IAW AFMAN 15-111

Automation and Simulation Training • AOF Web Program • ATC Simulation Equipment (ATCSE) • Train basic ATC fundamentals and local airspace/procedural requirements • Scenarios meet/exceed normal traffic levels, complexity • Stress areas or non-routine controller tasks • Measure minimum standards during initial evaluation • Train non-radar procedures, controller proficiency • Prepares controllers to work effectively in live traffic

PCG Development • CATCT conducts position task analysis (AFMAN 36-2234) • PCG developed for each position requiring certification • Identify training requirements • Technical references (applicable STS, 797, or MTTR) • Performance objectives • Standards and simulation requirements • Measurement methods (oral, written, performance) • Time limits based on ATC experience and skill level

  15. PCG Time Limits • Specific position certification time limits for each position in calendar days • Time limits for upgrade/qualification training • CCTLR extensions • MAJCOM extensions • Stop training days • Unqualified 3-level must meet block objectives before entering next training block

Three-Skill Level Upgrade Training • Awarded upon ATC Ops Apprentice Course completion • Supervisor will: • Evaluate the school formal training by comparing it to the Specialty Training Standard (STS) in the CFETP • Report deficiencies to the school by documenting on a Field Evaluation Questionnaire (FEQ) or calling the Customer Service Information Line (CSIL) • Graduate Assessment Survey (GAS) is a survey mailed to the supervisor of ATC apprentice controllers

Five-Skill Level Upgrade Training • Complete requirements in AFI 13-203, AFI 36-2201, 1C1X1 CFETP and position certification/facility ratings • Minimum training times: • Retrainees - 9 months • Normal upgrade training - 15 months • Tower – Local, Ground and Flight Data (CTO rating) • Radar – Approach, Approach Assist and Arrival • CATCT coordinates award of SEI with MPF when all requirements are met

  18. Train to Succeed • Role-Playing Scenario • Scenario: An apprentice controller has just finished the local FLT program and has been assigned to your crew. He has a CD rating and you are now starting him in Approach. • OJT

Recurring and Review Training • Recurring Training - provided to periodically review selected current operational procedures and techniques • Review Training • Conducted to correct specific operational deficiencies • AOF/CC, CSE, HQ AFFSA and MAJCOMs may initiate review training • Proficiency Testing • Administered closed book • Document proficiency test score on AF Form 1098

Special Evaluations • Conducted when ratings are suspended as a result of flying safety or due to a lack of proficiency • Hazard to flying safety – Only CSE, TSN, ATSN, ACSE or CTO examiner may conduct the special evaluation • Failure to meet proficiency requirements – CCTLR, CSE, TSN, ACSE, ATSN CTO examiner or qualified WS may conduct eval • Document on AF Form 623a and retain for 1 year after reinstatement • Document on AF Form 3616, who is performing the special, who the special is being conducted on, and positions evaluated, and results

Facility Evaluations • Conducted at least every 90 days by the CSE/ACSE/TSN/ATSN • As a minimum the CSE will observe: • Crew application of CRM principles • Application of standard phraseology • Crew change procedures • Application of separation criteria • Inter/intra facility coordination • Position awareness • Use of checklist and weather reporting procedures

  22. Annual Evaluations • Conducted by CSE/ACSE/TSN/ATSN IAW AFI 13-203, PACAF Sup • Tower – evaluate local and one other operating position • Radar – evaluate approach/arrival control, assist, coordinator and RFC if applicable • Administer at least 1 facility certification test

  27. ATC Training Evaluations • AF Form 623a or suitable substitute for all evaluations • Accomplish training evaluations on trainees in upgrade training, as a minimum, every 7 calendar days

  28. Stop Training Days • Only use the term “Stop Training Days” in your training programs and AF Form 623a documentation • “Lost Training Days” are no longer authorized • CCLTR will determine position certification time limits by analyzing how many calendar days it takes to upgrade in each position by using 2001 total time averages for that position. For example, if it took 60 calendar days to get FD in 2001, then the CCTLR should factor into the new time limits by considering FTAC, bay orderly, wing down days, appointments, weekends and so on.

  29. Stop Training Days • A trainee can be put into “Stop Training” if unaccounted for events occur (ex: leave, SP augmentation etc) • The trainer will use the AF Form 623a, “Other Comments” section to request the trainee be placed into “Stop Training” • The CCLTR is the approving authority for “stop training days”. The CCTLR will approve or disapprove the “Stop Training Days” requested on the same AF Form 623a

  30. AFI 13-203 PACAF Sup • The CCTLR must closely manage “Stop Training Days”. The intent is to reduce “Stop Training Days” and give the trainee a date (goal) for them to meet during their upgrade or qualification training. It also provides facility managers with an estimated “SEI date” for newly assigned personnel.

Crew Resource Management • CRM is a process designed to aid in the prevention of aviation accidents and incidents by improving crew performance through a better understanding of human factor concepts. It involves the understanding of how crew member’s attitudes and behaviors impact safety, identifying the crew as a unit of training, and providing an opportunity for individuals and crews to examine their own behavior and make decisions on ways to improve controller teamwork.

  32. Crew Resource Management • CRM training is required annually IAW AFI 13-203; however, to capitalize on CRM basic concepts, HQ PACAF mandated further CRM training using the following guidelines: • CRM training in PACAF will be conducted quarterly • Jul – History of CRM situational awareness • Oct – Effective communications group dynamics • Jan – Workload management risk management • Apr – Stress awareness and management • CRM

  33. Train to Succeed • Role-Playing Scenario • Your trainee is in local control training block III. The facility standard for block III is work 4 aircraft in the pattern. Conduct a performance appraisal of your trainee after working the position with 6 to 8 aircraft in the pattern. • OJT

Trainer Responsibilities • Trainer is someone who directs growth and prepares others for a test or skill • Preparation – Define the overall training goal • Communicative Skills – Establish an environment that promote a personal and professional cross-flow of information • Plan Training – Prepare a training schedule or task breakdown • Conduct Training – Give the trainee a demonstration by allowing them to watch and listen while a specific function is being performed

  35. Trainer Responsibilities • Evaluate Training – Evaluate the trainee’s effectiveness and ensure proper feedback after each training session • The trainer must be a motivator, coach, and evaluator!

  36. Trainee Responsibilities • Develop a working relationship with others • Complete objectives/assignments within the predetermined time limits either on or off duty • Arrive each day physically/mentally ready to train • Strive to learn and progress • Review/understand PCGs, block requirements, objectives, and standards • Deal with question/problems in an objective manner • Understand CFETP, JQS, STS requirements • Give supervisor/trainer feedback on training received
