IPM Purpose The purpose of the Initial Planning Meeting (IPM) is to gather input from the Exercise Planning Team on the scope, design requirements, conditions, capabilities, level of participation, and scenario variables.
Exercise Series Purpose/Objectives • Assess response to a catastrophic earthquake and tsunami incident along the Cascadia Subduction Zone (CSZ) • Validate the 2013 CSZ Earthquake and Tsunami Response Plan with focus on the areas of: • Logistics • Transportation • Communications
Exercise Series Purpose/Objectives Educate and inform local jurisdictions, state agencies, CA-Emergency Functions, and Cal OES directorates about their roles and responsibilities identified in the CSZ Plan
Exercise Series Scope & Methodology Scope & Methodology • Building block approach to exercises • Focus on solution-based Seminars, Tabletops and Functional Exercises • Capabilities-based evaluation
Scenario Discussion Catastrophic event along the 800 miles of the CSZ • 9.0 magnitude (M9.0) earthquake with ground shaking for up to 5 minutes • Resulting tsunami estimated to reach as high as 49 feet (warning time may be as little as 5 minutes) • Damage to infrastructure will result in isolation of the affected area for several days • Adverse weather may diminish our capability to provide resources to the impacted area • Costal land mass may subside several feet • Economic loss estimated at $3.6 billion

Buildup Exercise – Communications TTX • Date: • February 5, 2014 • Tabletop Exercise Objectives: • Validate Annex E to the CSZ Response plan • Exercise 3 focused areas of communication: • Internal Communications • External Communications • State Operations Center Communications
Buildup Exercise – Logistics TTX • Date: • March 5, 2014 • Tabletop Exercise Objectives: • Validate EF 7 Annex • Exercise Logistics Support Protocol • Exercise EF-1/EF-7 coordination • Exercise Executive Support Cell
Buildup Exercise – Rehearsal of Concept (ROC) Drill • Date: • April 2, 2014 • ROC Drill Objectives: • Provide participants a time-phased walkthrough of events • Identify gaps/conflicts within each phase of operations • Identify preparedness requirements to support the implementation of the CSZ Plan
May 14, 2014 – Functional Exercise Functional Exercise Objectives: • Activate SOC • Validate the CSZ Earthquake and Tsunami Response Plan • StartEx will be earthquake event plus 48 hours • CSZ Plan Annex X used as official guideline • Day 1 - 2 will be briefed to all participants • Capabilities-Based Evaluation • Their may be some Cal OES logistics and communications field play
