The Challenge – World Class Skills • 95% of working age population to achieve basic skills of functional literacy and numeracy by 2020 • Functional numeracy is defined as Entry Level 3 skills • World Class Skills PSA (Public Service Agreement) target is to deliver 390,000 people to achieve a first entry level 3 or above numeracy qualification by 2010 • Challenge of delivering LLN in the workplace. • Low demand yet a high estimated need for numeracy.

Current LSC Provision • Within 2008/09, the LSC has made several investments within its provision to meet the World Class Skills Challenge: • Greater coordination within ASL. • Skills for Jobs and Employability Skills programme provides pre-employment training. • New flexibilities within Train to Gain provision. • National/ Regional marketing to stimulate demand. • Greater investment within the quality of provision. • Supporting LSU • Funding KPMG World Class Skills programme • Greater coherence in funding: working in partnership with key delivery agencies.

Current/ Recent LDA Provision • Embedding Skills for Life in London’s Local Authorities • WOLLNET – LAs collecting data • Museums, Libraries & Archives – Libraries for Learning • NIACE Adult Learners’ Week • SERTUC – Learn at Work Day • Opportunities Fund • Regional Skill Partnership Inclusion

Joint Investment to meet the challenge • Towards an integrated model to increase efficiency and create coherence in planning provision across London • Creating a system which is responsive to individual and employer led • LSEB Strategy, June 2008, 3 strategic aims: 1. Working with employers to better support them in providing more jobs and skills opportunities to Londoners, to benefit their businesses and to keep London’s economy competitive. 2. Supporting Londoners to improve their skills, job and advancement prospects through integrated employment support and training opportunities. 3. To create a fully integrated, customer-focused skills and employment system.

Conclusion • World Class Skills: A big challenge … but achievable! • Ensuring high quality provision is central to meeting the PSA targets. • Key Delivery agencies underneath LSEB trying to achieve greater coherence to ensure that the sector can meet the numeracy needs of those who need it most. • Links http://www.london.gov.uk/lseb/
