  4. The Challenges and Opportunities of Community Broadcasting in the Pacific. Brief History and purpose of Starting New Dawn FM 95.3 Between 1988 and 1999 there was ethnic tension between Bougainvilleans and mainland Papua New Guineans and starting from disagreements over royalty payments from the World's largest Open Cut Copper and Gold mine on Bougainville Island. 02/19/10

  5. Why New Dawn FM was Established At the end of the Bougainville conflict. When Peace was returning There was a need to provide News and General Information to the People divided by the Ten Year Old Bloody conflict which killed 20,000 people and 40,000 displaced. 02/19/10

  6. Our Vision • TO ESTABLISH A COMMUNITY RADIO IN POST- CONFLICT BOUGAINVILLE, PAPUA NEW GUINEA. Bougainvillean former Broadcasters, Managers,Journalists and Radio Personnel decided to start up a Community Radio to assist with the work of reconciliation and peace building on the island as the main Government Radio was only broadcasting in the evenings and not doing enough to assist with reconciling traumatized people who have decided to stop fighting. 02/19/10

  7. OUR MISSION • To Allow Freedom of expression; by this independent media; contribute in community empowerment; post-conflict democracy building throughout the Region. 02/19/10

OUR OBJECTIVE • Is to Strengthen Bougainville Autonomy through Radio Broadcasting by providing information more audience participation and community Development. • Following painful and a decade of negotiations between Bougainville Leaders AND the PNG National Government bougainville was given Autonomy with a right to decide its future status in a referendum in 10- 15 Years. 02/19/10

  9. The conflict started in 1988 and ended in 1998.But the level of differences and hatred amongst the people was so great and real. • Our new Community Radio Station was needed to bridge the gap between these so many differences. 02/19/10

  10. Last year our efforts on Peace Building was recognized by the University of Queensland and we were awarded as the 2009 champions, contributing to communication and social change in our region. 02/19/10

Achievements since 2008 • Since the establishment of New Dawn FM we have been concentrating in Peace Building and Reconciliation Awareness. • Health Issues • Education Programmes • Tourism and Cultural Programmes • Religious Programmes • Assisting Natural Disasters- Tsunami Warnings etc. 02/19/10

  12. As peace an normalcy is returning to Bougainville we need to concentrate on the real issues of addressing difficulties being faced by our communities. • We have identified them as: • 1.Education • 2.Climate Change AND • 3.Health Issues

Education We have a generation of Children who missed any form of Education that need to be educated somehow.Many of these people are now married and have children and NGO Groups are trying assist them with Adult Education Programmes. However with support of Organizations like the Commonwealth of Learning we can provide School Programmes UNDER what we can develop or name AS the Bougainville School of AIR.

  14. HEALTH ISSUES On Health Issues, We are already working with the Health Division and the District Hospital on various Health Issues facing our island today.

  15. Community Radios are here to Stay. But, how do we sustain them to continue to survive and service its literners? On Bougainville, we have developed a mechanism which has been accepted by our people including the Autonomous Bougainville Government.

  16. 1.That a small fee is charged for programmes aired to support its activities. 2.That all media outlets are used to disseminate information. So that important issues are not missed by anyone. AND This is working on Bougainville.
