  3. MISSION THE MISSION OF THE EVACUATION LIAISON TEAM (ELT) IS TO SUPPORT REGIONAL HURRICANE RESPONSE EFFORTS BY FACILITATING THE RAPID, EFFICIENT AND SAFE EVACUATION OF THREATENED POPULATIONS.

  5. FUNCTION/ REPORTING RELATIONSHIPS • ESF - 1 (TRANSPORTATION) • LEAD: DOT • SUPPORT: FEMA • USACE • REPORTING: OPERATIONS SUPPORT • BRANCH CHIEF

  6. ROLE THE PRIMARY ROLE OF THE ELT IS TO PROVIDE FEDERAL AND STATE EMERGENCY MANAGEMENT OFFICIALS WITH TIMELYAND ACCURATE TRAFFIC/EVACUATION RELATED INFORMATION DURING MULTI-STATE HURRICANE THREATS.

  7. DUTIES & RESPONSIBILITIES 1. PROVIDE AN OVERALL LIAISON FUNCTION, CLEARINGHOUSE AND CENTRALIZED COMMUNICATION LINK BETWEEN THE STATES, REGION (S), FEMA HQ (EST) AND AS APPROPRIATE OTHER AGENCIES AND THE MEDIA

  8. DUTIES & RESPONSIBILITIES 2. RECEIVE, COMPILE AND ANALYZE VITAL INFORMATION, SUCH AS: • STATUS OF EVACUATIONS (LOCAL, STATE, INTER- STATE) • TRAFFIC FLOWS/COUNTS/SPEEDS/ETC. • PROBLEM AREAS (EXISTING AND ANTICIPATED) • AVAILABILITY OF SHELTERS/ROADWAY ASSISTANCE • EMERGENCY MESSAGES/INSTRUCTIONS/PSA’S

  9. DUTIES & RESPONSIBILITIES 3. DISSEMINATE THE APPROPRIATE INFORMATION VIA: • WEBSITE • VIDEO CONFERENCE • TELEPHONE/TELECONFERENCE • E-MAIL • FACSIMILE UTILIZING • COMPUTER FORECASTING/MODELING • GIS GRAPHICS/MAPPING • TEXT PRODUCTS

  10. DUTIES & RESPONSIBILITIES 4. ASSIST IN PROVIDING THE NECESSARY DATA, ANALYSIS, INTELLIGENCE, ETC., TO FACILITATE EVACUATION, PREPOSITIONING, STAGING AND REENTRY PLANNING, DECISION MAKING AND PROBLEM SOLVING.

  11. MEMBERSHIP COMPOSITION THE ELT WILL CONSIST OF NO LESS THAN THREE MEMBERS ON DUTY, ASSIGNED AS FOLLOWS: 1. D.O.T. SPECIALIST: DOT/ESF-1 PERSONNEL 2. I.T. SPECIALIST: USACE IT/GIS OPERATOR 3. E.M. SPECIALIST: HLT MEMBER

  12. DUTIES - DOT 1. ESTABLISH/ MAINTAIN CONTACT WITH EOC’S (DOT) 2. ANALYZE TRAFFIC PROJECTIONS/ INPUTS, AS REQUESTED BY THE STATE 3. PROVIDE ANALYSES FOR STATUS REPORTS

  13. 4. CONTACT EOC’S (DOT) TO IDENTIFY TRENDS/ PROBLEMS 5. ASSIST THE STATE ON FOLLOW-UP IN REPORTING LAPSES/ FAILURES 6. ASSIST IN VERBAL BRIEFINGS 7. COORDINATE ESF-1 RESPONSES TO NEEDS

  14. DUTIES - EM 1. ESTABLISH/MAINTAIN CONTACT WITH E.O.C.’S (EM) 2. RESPOND TO INQUIRES 3. UPDATE ROC STAFF

  15. 4. PROVIDE VERBAL BRIEFINGS 5. MAINTAIN DUTY LOG 6. MAINTAIN HARD COPY FILES 7. PRODUCE STATUS REPORTS

  16. DUTIES - I.T. 1. MAINTAIN HARDWARE/SOFTWARE 2. GENERATE MODEL RUNS 3. MONITOR/ ANALYZE STATE INPUTS

  17. 4. REPORT TRENDS/ LAPSES/ FAILURES 5. MANUALLY INPUT INFORMATION 6. APPLY GIS LAYERS TO MAPS

  18. 7. PRINT MAPS/ GRAPHICS/ OVERLAYS/ TABLES 8. PREPARE PRESENTATIONS 9. SAVE/ ARCHIVE INFORMATION

  19. ACTIVATION CRITERIA/PROCEDURES 1. CRITERIA: • HLT AND ROC ACTIVATED • STORM HAS POTENTIAL TO BECOME • INTENSE (CAT 3-5) • STORM POSES THREAT TO MULTI- • STATE AREAS • POSSIBLE EVACUATION REQUIRED • WITHIN 24-36 HOURS • HLT/ROC ASSESSES NEED FOR • ACTIVATION, OR • STATE (S) REQUEST ACTIVATION

  30. REPORTING TIMETABLES 2. STATE RESPONSIBILITY: • 3 HOUR UPDATES (ONCE EVACUATIONS BEGIN) AT: 5:00 • 8:00 • 11:00 • 2:00 • IMMEDIATE UPDATES TO ELT AS RELEVANT INFORMATION • IS RECEIVED
