  1. NOAA Satellite Training Program Anthony Mostek NOAA/NWS/Training Division Mark DeMaria, Tim Schmit and James Gurka NOAA/NESDIS Satellite Training Requirements May 2008 Boulder, CO rpactm996.ppt 9/18/96

  2. Training’s Key Points • Collaborative Training Community • Helps Meet NOAA Goals • Planning & Implementation Process • Satellite Proving Ground • Expanding Technology & Target Audience

  3. NOAA Training Success • Dedicated NWS Training Division/Mission • Many Partners in NOAA • Cooperative Institutes • Other Agencies (DOD, Interior, DOT, …) • International (GEOSS, Canada, Australia, EUMETSAT, WMO (Focus Groups), …)

  4. COMET NWSHQ TrainingDivision NWSTC NWS FDTB NWS WDTB A Collaborative Training Community VISIT CIRA CIMSS

  5. NOAA – VISIT – COMET - WMOWorking Together for Satellite Training NOAA/EUMETSAT Satellite Programs VISIT/CIRA/CIMSS COMET NOAA GEOSS WMO WMO Training Division Managers/Forecasters

  6. Training’s Key Points • Part of All NOAA Programs • Helps Meet NOAA Goals • Detailed Planning & Implementation Process • Support for Training across many programs • However – Need more support from you…

  7. Primary Training funds from Local Forecasts Warnings Training Requirements come from many Programs Challenge: Training Resources from Many Programs

  8. Training’s Mission Warning & Forecast Performance • Tornado Warning - Lead Time • Tornado Warning - Accuracy • Tornado Warning – False Alarm Ratio • Flash Flood Warning – Lead Time • Flash Flood Warning – Accuracy • Winter Storm Warning – Lead Time • Winter Storm Warning – Accuracy • Hurricane Track Forecasts (48 Hrs) • Aviation Forecast – Accuracy • Aviation Forecasts – False Alarm Ratio • U.S. Seasonal Temperature – Skill • Precipitation Forecast – Day 3 Accuracy • Marine Wind Speed – Accuracy • Marine Wave Height - Accuracy 7 of 14 NWS GPRA Goals Address Warning Operations & Next 7 Address Forecast Operations *Government Performance Review Act (GPRA) of 1993

  9. NWS Training Division, VISIT & COMET Can Impact Performance • Tornado Warning - Lead Time • Tornado Warning - Accuracy • Tornado Warning – False Alarm Ratio • Flash Flood Warning – Lead Time • Flash Flood Warning – Accuracy • Winter Storm Warning – Lead Time • Winter Storm Warning – Accuracy • Hurricane Track Forecasts (48 Hrs) • Aviation Forecast – Accuracy • Aviation Forecasts – False Alarm Ratio • U.S. Seasonal Temperature – Skill • Precipitation Forecast – Day 3 Accuracy • Marine Wind Speed – Accuracy • Marine Wave Height - Accuracy Reach ALL NOAA Forecasters, Hydrologists, and Managers (plus other Agencies) Aviation, Fire WX, Climate, Hydrology, NWP, Ocean, Satellite, Tropical, Winter Wx, International, …

  10. How Does Training Program Work? Design-Develop Training – Implementation Plan Analyze Need/ PPBES Evaluate Implement

  11. Training Succeeds Most When You Receive Stakeholder Buy-In • Stakeholder Strategies • At all levels • Facilitator Connections

  12. Training Success – Increase Efficiencies Maximize use of Learning Management System (LMS) Over 28,000 LMS Course Completions Since June 2007 LMS Course Completions in NOAA (85% NWS)

  13. 2007/08 MetEd/COMET Statistics* • 47,228 registered users • Total Countries 200 • Over 163,000 module sessions • Over 26,400 quizzes completed • Over 13,300 modules downloaded • From Feb 2007 to April 2008 • Tim Spangler – COMET Director & Tim Alberta

  14. Virtual Institute for Satellite Integration Training (VISIT) • Mission: Accelerate transfer of research results into NWS operations via teletraining • Participants from NWS, DOD, other countries • As of March 2008: • 77 courses offered • Over 1300 teletraining sessions administered • Over 19,000 certificates of completion issued • Additional 1375 registrations for VISIT sessions via NOAA LMS • http://rammb.cira.colostate.edu/visit

  15. Training’s Key Points • Continue Work of Previous Training Workshops & GOES User Conferences • Satellite Proving Ground Prepares Us for • Rapidly Evolving Technology & • Expanding Target Audience

  16. Satellite Proving Ground • Provide staff to work with nearby NWS forecast offices & centers • Begin in FY 08 continue beyond launch • Initial Locations: • Ft. Collins (CIRA)/BOU and CYS – Underway! • Madison (CIMSS)/Sullivan WFO – Underway! • Leverage Existing Activities – JCSDA, SPoRT, Hazardous Weather Test Bed (Norman)

  17. Satellite Proving Ground Test & Apply algorithms for new satellite data/products - AIRS; IASI; MODIS, MSG/SEVIRI, CrIS; Simulated GOES-R Display techniques within evolving warning, watch, forecast, climate settings Develop & Test Decision Aid Tools in various operational settings

  18. Recommendations from GOES Proving Ground is ultimate tool to ensure user readiness - Use various data sets to test & validate processing & distribution systems • Validate new & improved products • Validate/ optimize decision aids • Optimize product display techniques • Environmental Event Simulator for user education • Venue for direct user input • Proven successful in other NOAA Test Beds

  19. Getting New Products in AWIPS

  20. New Ideas - Current Data/Products

  21. Satellite Proving Ground End Users Expanding Target Audience • NOAA Forecasters & Managers • FAA & Other Agency meteorologists • Coastal service centers and oceanographers • Modelers (Atmos, Ocean, Air quality, etc.) • Climatologists • Broadcast meteorologists • University faculty & students • Industry users • International community (in coordination with WMO) • And - General public…

  22. Training’s Key Points • Collaborative Training Community • Helps Meet NOAA Goals • Planning & Implementation Process • Satellite Proving Ground is Off the Ground! • Expanding Technology & Target Audience • Management & User Support are Critical
