  2. AECEN Mission • AECEN catalyzes improved environmental compliance and enforcement in Asia by promoting the replication and scale-up of innovation and good practices through twinning partnerships, demonstration activities and information dissemination.

  3. Scale Up and Replication • Innovation – a new or creative policy, practice, technology, or tool that leads to improved environmental compliance and enforcement within an AECEN member agency jurisdiction. • Demonstration (or pilot) – testing of an innovation to validate its applicability and effectiveness in a specific AECEN member agency jurisdiction. • Scale up – expansion of the geographic or sector application of an innovation by an AECEN member agency within its jurisdiction to impact a larger number of beneficiaries. • Replication – transfer of an innovation, with or without variation, between AECEN member agencies either between countries, or to other jurisdictions within a country. AECEN can facilitate replication either through twinning partnerships or through dissemination activities. • Diffusion – the independent spread and adoption of an innovation by countries which are exposed to knowledge and information disseminated through AECEN, without direct external intervention by the AECEN Secretariat or other AECEN partners.

Twinning Partnership • Twinning Partnership – facilitated, sustained technical exchange between AECEN member agencies, either between countries or between different jurisdictions within countries, which result in the replication of an innovation. Examples of Twinning Partnerships: • Malaysia – Nepal: EIA for hydropower projects • Japan – China: Energy efficiency • Singapore – Indonesia: Inspection • Australia – Vietnam: Self-monitoring • India – Thailand: Environmental adjudication • Philippines – Sri Lank: Pollution charges

AECEN Programming Approach • AECEN has a step by step basic programming approach: • Periodically assess priorities of AECEN members; • Conduct studies/surveys to update the status of priority issues; • Validation workshop on priority topic and selection of twinning partners; • Establish “twinning” partnerships – preferably south-south cooperation; • Dissemination of results/background information; and • Replication and scale-up.
