From Michigan Case • … exceeded the number of allowed coaches” and that in “this case, five quality control staff members monitored and conducted skill-development activities, and offered advice on technique during practice and film review. These activities led to the quality control staff becoming countable coaches, which led to the university exceeding its limit.” Further, the committee noted “that all five quality control staff members were on the sidelines for practice and games, traveled with the team, wore the same attire as coaches, shared office space with the football staff and attended team meetings. Student-athletes reported some confusion regarding whether the five individuals were members of the coaching staff.”

4. Compliance Reminder • Compliance is responsibility of all staff • Head coaches are responsible for compliance culture and actions of asst. coaches and others in program (ops, volunteers, student workers, managers)

5. 2010-26 Amateurism • Intent: To revise the regulations related to use of a student-athlete's name or likeness for promotions, advertisements and media activities, as specified.

6. 2010-45 (Ivy Group) • Intent: To specify that in order for an athletics department staff member or coach to participate in state, regional, national and international training programs involving prospective student-athletes, the staff member must be selected by the applicable governing body and the participants are selected by an authority or a committee of the applicable governing body that is not limited to athletics department staff members affiliated with one institution; further, to specify that Olympic and national team development programs may involve a coach and current student-athletes from the same institution, provided (in addition to existing criteria) a committee or other authority of the national governing body, which is not limited to coaches affiliated with one particular institution, selects the involved participants and the national governing body funds the program.

7. 2010-46 (Big Xll) • Intent: To revise the requirements by which a high school, preparatory school or two-year college athletics contest or match, conducted by a member institution or sponsored jointly with an outside organization and held on the campus of a member institution, shall not be considered a tryout, as specified.

8. 2010-52 (Mountain West Conf) • Intent: In baseball, basketball, football and men's ice hockey, to permit a student-athlete who is enrolled in a graduate or professional school of an institution other than the institution from which he or she previously received a baccalaureate degree to participate in intercollegiate athletics, provided the student-athlete meets the conditions of the one-time transfer exception (other than the sport restrictions), has one season of competition remaining and the student-athlete's previous institution did not renew his or her athletically related financial aid for the following academic year.

9. 2010-53 (D-1Amateurism Cabinet) • Intent: In sports other than men's ice hockey and skiing, to exempt a prospective student-athlete's participation in organized national/international competition from the application of the delayed enrollment, seasons of competition legislation for a maximum of one year after his or her first opportunity to enroll following the one-year time period after his or her high school graduation date or the graduation date of his or her class, whichever occurs earlier, as specified.

10. 2010-56 (D-1 Academic Cabinet) • Intent: To specify that the eligibility of an international prospective student-athlete whose prescribed educational path culminates with a leaving examination shall be determined based on the leaving examination, regardless of a delay in graduation or completion of the leaving examination.

11. 2010-57 (ACC) • Intent: To increase the temporary certification period for a recruited student-athlete from 14 days to 21 days.

12. 2010-60 (D-1 Academics Cabinet) • Intent: To specify that nontraditional courses (e.g., distance-learning, correspondence, extension, Internet/virtual courses, independent study or any other course or credit that is not earned in a face-to-face classroom environment with regular interaction between the instructor and the student) completed at an institution other than the certifying institution, may be used to meet credit-hour and percentage-of-degree requirements, provided specified conditions are met.

13. 2010-85 (D-1 Sports Mgmt. Cabinet) • Intent: In sports other than football, to specify that a strength and conditioning coach who conducts voluntary weight-training or conditioning activities is required to maintain certification in first aid and cardiopulmonary resuscitation; further, to specify that if a member of the institution's sports medicine staff (e.g., athletic trainer, physician) is present during voluntary conditioning activities conducted by a strength and conditioning coach, the sports medicine staff member must be empowered with the unchallengeable authority to cancel or modify the workout for health and safety reasons, as he or she deems appropriate.

14. 2010-86 (D-1 Sports Mgmt. Cabinet) • Intent: In baseball, men's and women's cross country (without indoor or outdoor track and field), field hockey, men's and women's lacrosse, men's and women's soccer, and men's and women's volleyball, to specify that no class time shall be missed in conjunction with competition during the nonchampionship segment, including activities associated with such competition (e.g., travel and other pregame or postgame activities).

15. 2010-87 (WAC) • Intent: In men's and women's cross country (for institutions without indoor or outdoor track and field), field hockey, men's and women's soccer, softball and men's and women's volleyball, to specify that, once every four years, an institution may use any form of transportation for travel to Hawaii or Alaska for non-championship segment competition against an active member institution located in Hawaii or Alaska.

16. 2010-88 (Big Ten Conference) • Intent: In men's and women's cross country, field hockey, women's lacrosse, men's and women's soccer, softball, and men's and women's volleyball, to specify that an institution is limited to two dates of competition during the nonchampionship segment, of which only one date may be an away-from-home date of competition.

18. SAS Updates • Progress checks due back to SAS by Fri, 11/12 • Registration • ATHL units Dec 13 • New pre-req’s etc = new advising patterns

19. Fall 2011 Admissions PSAs who sign November NLIs should apply online by NOVEMBER 30 All future applicants will require a request to open mentor.

20. Tuition Changes • Should know Wednesday if 5% 2nd semester increase will occur • Will have to await State Budget decision to see if planned 10% tuition increase for 11-12 will occur • Indications are that both will occur • Important to support Annual Fund through BDF membership…fans,alums,etc….

21. Technology • Will be inviting ACS in for demonstration hopefully before semester ends…. • Many institutions have moved to this….it takes some transition..but provides some great tools

22. Prospect Forms & CAi • When a Prospect Form is turned in, the PSA should already be entered into CAi by the recruiting coach. • NEW Requirement: Please fill out CAi as much as possible, including a cell phone # under ‘Detail’ & the ‘Guardian’ section (address & home phone #).

23. Eligibility Center Reminders • By now, all PSAs should be registering with the EC’s new website at: www.eligbilitycenter.org • PSAs must complete all sections, including payment or affirmation of fee waiver, to be considered registered. • Beginning April 1, 2011, PSAs enrolling Fall 2011 must log onto their EC accounts and request final amateurism certification.

24. Test Scores • Please advice all PSAs to send in ALL test scores now! • If they take a new test, they should send these scores by entering “9999” (NCAA EC) as one of their free test score recipients when registering for the SAT or ACT.

25. Transcripts • PSAs should have already requested their HS counselor send ALL transcripts through their junior year to the Eligibility Center. The EC began doing preliminary certifications in October. • The EC no longer requires a transcript release form for PSAs to print off and provide to the high school. If the HS is requiring this, a generic form can be found in the “Forms” section of the “Resources” page on the new site.

26. Junior College Non-Qualifiers • 13.1.1.2—A PSA who was a non-qualifier & who is enrolled in the first year of a two-year college may not be contacted in person on or off an institution’s campus for recruiting purposes.

27. New Requirement for JC Transfersenrolled after August 1, 2009 • As part of the already required 48 sem. or 72 quarter hours of transferable degree credit toward any baccalaureate degree program at the certifying institution, a two-year college transfer must now have 6 semester hours of transferable English credit and 3 semester hours of transferable Math credit. • These credits must transfer to the certifying institution as specific English or Math credit, regardless of how the courses are identified on the 2-year transcript.

28. Tryouts • 14.1.4 Drug-Testing Consent Form—A student athlete shall sign a form in which he or she consents to be tested for the use of drugs prohibited by the NCAA prior to practice or competition. • 14.1.4.3—14 Day Grace Period—A student-athlete who is “trying out” for a team is not required to complete the form until 14 days from the first date the SA engages in CARA or before the SA participates in competition, whichever occurs earlier.

36. Mountain West • Most Sport coaches have been contacted regarding conference call. Appears focus is on scheduling and tournaments in 2012-13. • Reminder that in MWC organization SWA group serves as first approval for sport rules/championships then moves to full council for approval. • Please keep me informed of your input on the coaches’ calls…e.g. Supported double round robin, supported travel limit, etc…
