3. Introduction The contribution of science and technology to contemporary socio-economy has became the focus of public concern. The transfer and transformation of S&T achievements, a particular concept with Chinese characteristics, is always used to measure the contribution of science and technology to economic and social development. So how to evaluate the level of transfer and transformation of the S&T achievements is so important.

4. The definition of the problem • The concept of “rate of technology transfer “is usually viewed as the same or similar index to the level of transfer and transformation of S&T achievements. Then there comes a lot of rhetoric that consider the level is low, Such arguments has caused great misleading to the public. So it’s necessary to compare the two concepts to redefine the concept of transfer and transformation of S&T achievement
