  3. ARGUMENT 1 : There are Many Cases of Fraud in the Implementation of the National Examination

THE FACTS : The data corruption that occurred during the last three years : In 2007 the National Examination varied types of fraud such as: West Sumatra : 1 case South Sumatra : 42 cases North Sumatra : 26 cases Central Sulawesi :1 case NTB : 6 cases Maluku : 5 cases West Java :4 cases Banten : 2 cases Central Java and Java Eastern : each 2 cases.

  5. In 2008 : • In SMA Negeri 2 Lubuk Pakam, Deliserdang North Sumatra, some 16 teachers caught corrected answer sheets. • In Solo, someone spread the answer keys by SMS. • In Madrasah Tsanawiyah Pandeglang, Banten, Indonesian text were answered to help students.

  6. In 2009 : • In South Bengkulu 16 school headmasters disclosure about the National Examination involved. The questions that should be UN reserves stored in secret even by the local education agency officials brought to SMAN 1. Officers on the spot and then distribute it matters to the 16 school headmasters who had gathered.

  7. In Bandung : someone spread Mathematics answer key by cell phone after being cross checked with the original question was appropriate.   8. ARGUMENT 2 :National Examination’s Question Difficult to Understand (Too Long and Rambling)

  9. THE FACT : • BANDAR LAMPUNG (Lampost): Some students complained about the difficulty of the national final exams (UAN) for Indonesian and English that tested Monday (24-5). The reason, was that the questions were too long and hard to understand. Efran, accelerated student SMPN 2 Bandar Lampung, said about the English language is more difficult than UAN training "The text is too long and complicated, so difficult to be understand," said Efran.   11. THE FACT : High School Walisongoin Surabaya, East Java, was closed due to all the students did not pass the National Examination (UN). According to the Minister of National Education (Education Minister) BambangSoedibyo, it was the responsibility of the school itself. "Yes it was wrong myself," he said simply. According to Vice School Headmaster, MalokoIshaq, the cause of ungraduated students caused the value of Sociology of subjects under the standard.   12. ARGUMENT 4 : FALL OFF THE STUDENT’S MENTAL

THE FACT : The student who sits in 3rd grade in SMKN Banten now, had admitted to the clinic in the area ArobaCikupa, Chu Chi Hospital Paramita, discanningHonoris Hospital and the last due to limited funds, being treated in hospitals in Tangerang. About the middle of January 2004, the student had an infection of the brain membrane. Hands, legs, jaw and some other organs was almost paralyzed, unable to accept orders from the brain (the doctor). In delirium he often mentioned National Examination and gratitude.

THE FACT : • Cost UAN / UAS Junior / Senior High Rp 100 - 140 Thousand / Student BANDAR LAMPUNG (Lampost): Based on calculations from Education Department of Bandar Lampung, the cost of the national final exams (UAN) and the school final exam (UAS) junior high and high school students / private vocational range Rp100 thousand - Rp140 thousand / person. Cost UAN / UAS were still receiving government subsidies City and Province Rp36 to Rp76 thousand . But, the service can not do anything to collect school fees more than that.   17. ARGUMENT 6 :HAS NEGATIVE IMPACT FOR TEACHER

  18. THE FACT : • HELP STUDENTS PASS UN, TEACHER ANSWER KEY RECITEDLampung-24/04. For the sake of their students pass the national exam (UN), teacher of SMK Tanggamus, HR, 40 yrs, read the answer key to the students. Teacher action was recorded by a UN Supervisory using HP camera, and will be reported to The Independent Monitor.   20. MRS. MARIA(The Indonesian teacher in SMA N 1 Surakarta) • The process of national examination in Indonesia doesn’t go well yet isn’t all about the government’s fault. The main fault is the direction of the object. If the objects do orderly, so it will be quick. • National examination was made to evaluate the students. Students that would be graduated from senior high school should have capability to understand about all the concept during three years school. • The computer worksheet is priced not good because : • The mistakes might be about the process to round the circle. • Multiple choices make it easier to cheating. • The old schools have more quality because its use the model of essay, not multiple choices. • Multiple choices just for luck.

  21. Being average matter is adapted with curriculum, it means everything depends on how the matter can be absorbed perfectly by students. There are the teacher’s responsible on using teaching methods. • Standard national examination is well enough because the number of student’s graduation got raises and if there were really students that not passed the examination, it could be about the daily tests score that not passed the standard. IMRON (The history teacher in SMA N 1 Surakarta) • National Examination process in Indonesia, was good enough, but there were something that must be fixed, such as about distribution National Examination’s question which occasionally in problem. • The purpose of National Examination process is for knowing how well the students can accepting the learning for 3 years in senior high school or junior high school. • So, National Examination also as provement.   30. CONCLUSIONFrom respondens of students of SMA N 1 Surakarta, teachers of SMA N 1 Surakarta, and internet users, we can conluse that almost of them disagree with National Examination.The other, agree with National Examination, but the process must be review for the better future.
