  2. The purpose of this meeting is to share with fellow residents the information that we have gathered about our dam issues.

  3. Ground Rules • This meeting is to discuss “dam issues” only. • NOT HOA, PARK OR ROAD ISSUES • No yelling or cussing! Or you will be asked to leave! • Please hold all questions until the end.

  4. What do we want to accomplish from this meeting:Inform residents of the facts that we have received.Get residents involved with dam clean up efforts.Ask the County and State additional questions.

  5. Your packet contains: • December 4, 2013, handouts and meeting minutes notes. • Questions that were submitted to the County and State and their responses. Also January 23, 2014, meeting minute notes. • Copy of Hidden Lakes approved By-Laws for a Service District. • Copy of emails and letter from Zhengang Wang • Copy of email from Steve Hubble and the County Lawyer Keith Dayton

  6. On Wednesday December 4, 2013, roughly 40 residents of Lake Arrowhead attended. Basically the Lake Arrowhead Dams are in a state of disrepair. They are out of compliance and have been designated as dangerous. The DCR recently inspected the Dams and briefed the results focusing on problem areas. They also modeled the destructive consequences of both dams failing under a couple different scenarios.

  7. After that meeting Bruce Hughes created a website voicing some good ideas and questions and a group of about 10 residents started getting together weekly to discuss our options and start to build a plan for the future.

  8. We took Bruce’s list of questions and added some of our own and submitted them to the County and State.In your packet you will see a copy of the questions asked and a copy of their responses.

  9. On January 23, 2014, a group of about 5 residents met with various County representatives includingSteve Hubble and Mike Smith. Also in attendance were Anne Croiser, Robert Bennett, Zhengang Wang from the State and Cord Sterling and Bob Gibbons from the Rock Hill District Board.This meeting was to discuss their responses, to address our questions, and to find a solution and plan for the future.Their advice was to go forward with the Service District and NOT a Home Owner Association.Those meeting minutes and a copy of their responses are also in your packet.

  10. We have 2 Choices: Do Nothing Do Something

  11. Do Nothing Plan • Drain the lake and charge us regardless on our property taxes • Lower property values • Land will become State property and open to the public • Could close road access across the dams

  12. Do Something Plan • Create a Service District - NOT A HOME OWNER ASSOCIATION • 50 % of property owners • (County shows 610 properties) • 3 residents on “board” • 2 state officials on “board” • Will only handle dam issues Service District is free We need this to qualify for any state funding assistance or grants (they will only cover up to 50% of the engineering costs)

  13. After Service District is formed we need to hire a “PE”PE is a professional engineerTimmons Group is a PE and helped Hidden LakeCost is about $8,000

  14. Why different this time? Dam Safety Certificate Extension Class 2 Operation & Maintenance Certificate #17908 expired March 31, 2004 The Dam Safety Standards Regulations have change since the last Lake Arrowhead Dams Alternative Analysis was done by the Timmons Group in July 2007. State is accessing the threat level of all lakes in Stafford County
