  2. Shaky World • Great Depression further undermined political order that was shaky since WWI • FDR focused on helping the US get out of depression • European problems were slowly pulling US into war

Start of War • War first spread across Asia • Japan seized Manchuria, China • Japan’s army murdered 300,000 Chinese and destroyed the city • Italy and Germany started mobilize for war • Mass movements fueled in Germany because of Treaty of Versailles and the blank check • Hitler and Mussolini prepared Germany and Italy for war

  4. Isolationism • WWI left strong sentiment of isolationism in the US • Congress passed five Neutrality Acts in 1935 • September 1, 1939 Hitler invaded Poland and US needed to prepare for war • Within six months Hitler overran most of Europe and only Great Britain remained

Poo on Britain • Even while Britain was under attack, Americans refused war • FDR permitted arms sales to Britain, France, and China • May 1940 began transfer surplus of US planes and equipment to Allies • FDR approved first peacetime military draft in American history • Created selective service act of 1940

Further Mobilization • Congress passed Lend Lease Act made Britain first beneficiary of aid • Goal was to transfer war supplies to nations whose defense was considered vital to defense of US • August 1941 FDR met secretly with Churchill • Atlantic Charter proclaimed everyone had right to live in freedom from fear, want, or tyranny

  7. Pearl Harbor • US focused on events in Europe • FDR anticipated danger to American interest in the Pacific • Japan soon joined Italy and Germany • Japan occupied Indochina and US froze Japanese assets
