  2. Who we are The Technology Transfer Program Institute of Transportation Studies (ITS) University of California, Berkeley Where our funding comes from Caltrans (DRI, Planning, CSS, others) OTS Self-supporting programs

  3. What Tech Transfer does Training(online & around CA) Conferences(national & international) Publications and web resources Technical assistance(TSE, PSA, etc)

  4. Tech Transfer Core Services We provide training, technical assistance, and resources: transportation traffic engineering traffic signals infrastructure design pavement safety and work zones planning & funding project development Emphasis on innovation best practices lessons learned For the practitioner in local, regional, and state agencies

  5. Conferences 5TH International Conference on Research on Air Transportation(Berkeley, May 2012) 19th International Symposium on Transportation and Traffic Theory (Berkeley, July 2012) 4th International Conference on Accelerated Pavement Testing(Davis, September 2012)

  6. Traffic Safety Evaluations (TSE) 13 years Combining two experts: traffic engineering and enforcement Field site visit and staff interview Suggestions for improvement for enhancing traffic safety Technical Assistance (OTS)

  7. TSE Typical Issues Engineering Traffic operations Access issues Pedestrian, school safety Signs, signals, markings Traffic control devices inventory High-crash intersections Sight distance Enforcement DUI Seatbelt usage Hit & run Speeding Red-light running Strategic deployment Traffic collision data

  8. TSE Project Overview • Objective: Reduce crashes, injuries & fatalities • Two experts for one day • Available statewide, year-round • Free to cities and counties • Request must be initiated by traffic engineering or police department • Specific safety issue must be identified in request • Funded by the California Office of Traffic Safety, through NHTSA

  9. TSE Final Report Focus is on best practices and proven strategies tailored to meet the needs of the agency Introduction Evaluation Objective Background Collision Data Analysis Traffic Engineering Evaluation Traffic Enforcement Evaluation Appendices Guidelines References

  10. Technical Assistance (OTS) • Pedestrian Safety Assessments (PSA) • 4 years • Two experts: traffic engineering and transportation planning • Benchmarking analysis and phone interview • Site visit and walking audit • Suggestions for improvement for pedestrian safety

  11. OTS Vision for Pedestrian Safety Enable CA communities to: • Improve pedestrian safety at specific locations and citywide • Create safe, comfortable, accessible, and welcoming environments for pedestrians • Enhance walkability, livability, and economic vitality

  12. State or regional programs Local PSAs or PSA elements Benchmarking Walking Audits Within other studies/plans PSA Opportunities in CA

  13. Infrastructure Engineering Planning Policy Economic Vitality PSA Scope: Primary Focus

  14. Largest population centers with the worst safety problems Prefer population over 25,000 Top 10 worst lists per OTS Collision Rankings Total number of fatalities/injuries No prior TSE/PSA studies OTS Prioritization of Sites

  15. TSE/PSA Service Record OTS has funded (as of Sept 2012): • 269 total PSA+TSE studies since 1999 • 199 TSE studies since 1999 • 70 PSA studies since 2007 • 220 CA local agencies served since 1999 • One PSA/PSPA integration pilot • About 22 studies per fiscal year

  16. Technical publications Traffic Safety Evaluations (TSE) CA SHSP Actions Challenge Area 1: Reduce impaired driving-related fatalities
