VA Freight Transportation Management Program VA's General Freight Tender of Service (STOS) serves as the base document for the transportation of freight-all-kinds (FAK) shipments within VA's General Freight Transportation Management Program. The STOS is comprised of three parts. • VA General Freight Tender of Service No. 1 establishes carrier approval requirements, solicitation and submission of rate offer procedures, performance requirements, service standards, and non-use procedures • VA National Rules Tender No. 100 replaces all motor carrier and former rate bureau accessorial and rules tariffs • VA Baseline Rate Publication No. 1000 replaces all motor carrier and former rate bureau line haul rate tariffs. Rate offers for the transportation of FAK shipments are solicited and accepted in accordance with the STOS to provide VA with the most economical and responsive transportation rates and services. The VA Transportation and Logistics Center (VATLC) assists VA shippers with all logistics and freight transportation related issues and/or questions.

  6. TRANSPORTATION SERVICES PROVIDER’S (TSP)CERTIFICATION OF ELIGIBILITY • 1. Not debarred or suspended or in temporary non-use status by any federal agency • 2. Not formed or reorganized following a suspension or debarment to circumvent suspension or debarment • 3. Must maintain a continuous eligibility and notify VA if not eligible to continue in service to VA. • 4. TSP Certificate of Liability Insurance for cargo meets $250,000 minimum liability per shipment

  7. VA Handbook 7240 • 8. 306 Acceptance of Rate Tenders, Rate Tender Format, and Distribution • a. Rate tenders are submitted by a carrier for use by the Department of Veterans Affairs and are issued under the provisions of sections 10721 and 13712 of the Revised Interstate Commerce Act (49 U.S.C. 10721 and 13712). Tender rates are lower than those available to the general public and may be applied to shipments other than those made directly by VA provided the total benefits accrue to VA and VA pays the freight charges or completely reimburses the party that pays the freight charges. • b. Rate tenders submitted to VA will be on VA Form 0744, Uniform Tender of Rates and/or Charges for Transportation Services. Rate quotations in other written formats may be used provided they are valid for only short periods and represent an opportunity for VA to take advantage of a rate that would otherwise not be available.
