GURGAON URBAN AREA • Fast growing and sprawling • Employment growing even higher than population • Contiguous to Delhi • Traffic between Delhi and Gurgaon growing very fast • Intra-Gurgaon traffic also growing rapidly • High income profile • Transport infrastructure not matching in relation to growth in traffic demand

  9. KEY ISSUES FOR GURGAON • Millennium city - image of the city important • Adequate good quality transport system (Road System and Mass Transit) • Unaesthetic components of transport system to be avoided • Institutional inadequacies

  10. JUNCTION IMPROVEMENT S • Junctions are the major causes of congestion • Potential exists for their improvement • - geometric improvements • - traffic circulation • - traffic signals • Area-wide/corridor improvement plans • 25-30 problem junctions

CORRIDOR IMPROVEMENT S • Encroachments on carriageways, footpath and road margins • - reduce road capacity • - create side friction • Improve major corridors of movement • - remove encroachments and rehabilitate affected people • - organise parking • - provide road signages/markings • - revise traffic circulation • - improve road surface • 120 km of major corridors, 50 km having severe traffic problems • Start with one corridor as pilot project • Involve stakeholders, public consultations

ROAD MAINTENANCE • Poorly maintained roads reduce capacity • Causes • - inadequate pavement thickness • - inadequate drainage • Well-maintained roads – first impression of any city • A rigid maintenance and resurfacing programme necessary • Higher specifications for major roads (about 120 km) • Higher budgets for road maintenance

ADEQUATE MASS TRANSPORT SYSTEM • Adequate and integrated mass transport system – MOST • IMPORTANT • Existing level of mass transport low • Share of mass transport to be gradually increased to 60% of total vehicular person trips • Good quality mass transport system – a must for people to shift from cars/2W • Start with a city-wide urban bus system with at least 200 buses • Good quality urban buses - low floors, air-conditioned • Mix of standard and mini buses, high frequencies • Well designed bus stops

ADEQUATE MASS TRANSPORT SYSTEM • Major corridors of traffic movement for the future and • system to be identified on the basis of projected traffic • - Metro, Light Rail, Monorail, BRT etc • Second Metro connection to Delhi • Regional Rapid Transport System ( Rail System) (Delhi to Alwar via Gurgaon) • Intra-urban system to be integrated to Delhi Metro and RRTS

NON - MOTORISED TRANSPORT • 27% of total trips by walk, but negligible good quality facilities for pedestrians • Bicycle-share not high but needs to be increased • Facilities for NMT to be augmented substantially • All roads to be provided with wide footpaths (min 2m) • Proper design of footpaths • - Low height • - Good surface quality • - Continuity of footpaths • Pedestrianisation of streets • Pedestrian subways/foot bridges to be provided carefully

INTERMEDIATE PUBLIC TRANSPORT • IPT modes (cycle rickshaws and auto rickshaws) important for Gurgaon and will remain so • The plan should take cognizance of IPT modes • IPT to be integral part of transport system • Existing IPT terminals – road-side • Provide off-street terminals • IPT system to also act as feeder system • facilities to be planned • IPT operators to be encouraged to participate in planning process

ROAD SYSTEM • Delhi-Gurgaon Expressway • - toll plaza problems • - IT based solutions needed, instead of addl toll plazas • - toll tickets may be sold at shops etc • - Delhi metro type toll cards • - Traffic dispersal at junctions- TSM measures and grade separation • More road connections to Delhi • - need to provide faster access to the new links • Strengthening of north-south road links • Strengthening of circular corridors • Flyovers/underpasses at important junctions and railway crossings • Hierarchy of roads to be defined

  18. PARKING • PARKING - a growing menace • Most parking - on-street • On-street also important as large proportion of parking is of short-term duration • Parking should not hinder traffic flow • Evolve a proper Parking policy • City wide parking plan to be prepared • Provision of off-street parking facilities –surface and automated • Differential parking pricing for off and on-street parking • Provision of adequate mass transport system will reduce parking demand

  19. INSTITUTIONAL STREGTHENING • Urban transport - an institutional orphan • Institutional strengthening crucial for urban transport • Strengthening/Setting up of Institutions • Short term courses in traffic engg/management for existing staff • Traffic engineering cells in Municipal Corporation, HUDA , Traffic Police and State PWD • Transport Planning Unit in Town and Country Planning Deptt • Unified Metropolitan Transport Authority at a later date • Gurgaon Bus Transport Corporation • Gurgaon Mass Transit Corporation • Traffic Police • Increase in manpower • Training of staff • Equipments, CTC
