  2. In the beginning County recorders worked in a paper based world… • Hand scribed records • Manual Typewriters • Electric Typewriters/Memory Cards • Microfilm, Copiers, etc. • Then Computers… St. Louis County Recorder’s Department

  3. Recording Fee • 1989-MN Statute 383C.725 raised the St. Louis County recording fee to $15.00 • $5.00 per doc./Equipment Fund • 1991-Recording fee raised to $15.00 statewide • 1992-State added a $2.00 surcharge $1.60/state & .40 retained by counties 3 St. Louis County Recorder’s Department

Recording Fee • 1993State increased the surcharge $4.50 • $4.00/state & .50/counites • Recording fee was $19.50 • 1994 $1.00 Equipment Fund Created 2001State increased the surcharge $5.00 • .50 increase went to MN eRecording Task force • Recording fee was $20.00 St. Louis County Recorder’s Department

Recording Fee • 2002-I began to lobby MCRA to increase the recording fee • 2004 MCRA passed resolution & developed strategy to increase the fee • Kay Wrucke, Martin County Rec. • 8/2005“County Fees and Recording Standards for Recording of Real Estate Documents” passed into law 5 St. Louis County Recorder’s Department

  6. How does it work? • The “base” recording fee is now a flat $46.00per document • Created the Recorder’s Tech. Fund • Created the County Integration Fund • Created Performance Measures 6 St. Louis County Recorder’s Department

New County Recording Fee • Base fee is $46.00 pursuant to MN Statute 357.182 & prohibits counties from adding any type of “add on “ fee • 357.18, Subd. 1 (1) • $10.50 State Surcharge • $10.00 Recorder’s Technology Fund • 357.18, Subd. 4 - Discretion of the Recorder • $ 25.50 in the County General Fund • 357.182, Subd. 7, Creates the Integration Fund - $11.00 from the $25.50 General Fund.
