  10. WA Interpretation of ESSA Requirements ESSA requirement Washington’s framework Each measure is mapped from a percentage to a 1–10 score. Those measure scores are combined to yield an overall index score ranging from 1–10. Schools will be identified for targeted support using the same threshold for specific student groups. Opportunity gaps more transparent. The approach emphasizes continuous improvement for ALL schools, not just whether a school is on or off a list. • Annually meaningfully differentiate schools, and specifies some measures that must be included and gives flexibility on other measures. • Using that ESSA index score, the lowest performing 5 percent of schools are identified as comprehensive support schools. • Identify additional targeted schools using the same threshold used for 5%.

  20. Why do we care about attendance? Mission • We want to empower schools and districts to ask why? and to problem solve with parents and students to address the root of the problem first, before going to more punitive measures. • Prevention and proactive approaches are necessary to reduce absenteeism OFFICE OF SUPERINTENDENT OF PUBLIC INSTRUCTION • Clear link to successful academic outcomes • One of the primary signals a child sends that something needs attention

  21. Definitions What is Chronic Absenteeism? A student is considered chronically absent if they miss 10% or more of their school days for any reason: excused, unexcused, and suspensions(more than 2 in a month or 18 in a year). What isn’t it? Daily average attendance – number of students showing up to school each day*. Nudge Letters • Research uncovered parents false beliefs: • Excused absences are okay • Underestimate their students’ total absences • Parents of high-absence students are unaware of their students’ relative absences • Parents whose children only had a 50% chance of graduating had no idea their child was at-risk. • Discovered low parent literacy rates. • Attendance letters take on a social life. • September predicts absences for the rest of the year. Dual Credit Myth Busting • The multiple programs in Washington provide high school students interested and academically prepared with the opportunity to find a pathway that meets their educational goals. • These programs offer valuable college preparatory experiences for students.   36. Academic Acceleration Incentive Awards • Academic Acceleration Incentive Awards provided annually to support dual credit costs at the high school that generated the funding. These funds can be used for: • Teacher training • Curriculum • Technology • 2016-17 awards were allocated in the district’s September 2017 apportionment.
