PREFACE • Everyone agrees that Africa has a serious infrastructure deficit, estimated at about US$48 billion a year, and that this deficit is impeding the continent’s competitiveness and hence its economic growth. However there is less agreement on how to solve the problem. Some advocate for building more infrastructure while others suggest privatizing, or contracting out to the private sector the management of infrastructure so that we can achieve better quality services. Time will tell….

BACKGROUND • Maritime is growing and promising sector: • Global population growth • Globalisation (The world in increasingly interconnected) • Vertical specialisation • Economy of scale - Sea Navigation increasingly becoming attractive: Cheaper, low energy consumption and low carbon footprint* • Over 90% of Global trade by volume is seaborne; moving through PORTS!!!!! THERE IS AN INCREASING NEED FOR IMPROVED MARITIME TRANSPORTATION INFRASTRUCTURE SYSTEM

  4. 2. EFFICIENCY, COST AND GLOBAL TRADE FLOW AND FACILITATION International transport costs: Freight costs as a percentage of value of imports, ten year average within country groups, 1985-2014 (UNCTAD, 2016)

PROBLEM DEFINITION • A new paradigm is needed that promotes economic development, while at the same time, ensuring climatic and environmental sustainability. • Balance between business needs for growth and soft issues • Green ports have a better and more sustainable future. • TNPA seeks to position itself as GREEN PORT • A deep offshore port might be a plausible futurist green port development solution for TNPA

NEW PORT LOGISTICS PARADIGM • International trade is increasingly becoming complex interactions between people, firms, and organizations • Shifting from derived demand to induced demand • Notions of strong interdependency in the logistics chain: Ports does not exist in isolation!!! • Increase in Port Efficiency leads to economic growth (the 10/90 Rule)
