UT-Battelle EMS Implementation David Skipper, UT-Battelle DOE Videoconference February 4, 2004
Background Information • UT-Battelle has been the M&O contractor at ORNL since 2000 • UT-Battelle not involved in remediation or operating waste management facilities • EMS scope limited to activities conducted by UT-Battelle
Environmental Compliance to Environmental Management • Environmental compliance programs in place at ORNL for 20+ years • Good compliance record • EMS infrastructure in place • EMS based on ISO 14001 • Used lessons learned from BNL and PNNL to develop our system
Why ISO 14001? • Important to corporation • Recognized EMS standard • Allowed for third party registration • Many elements already in place
EMS Upgrades for ISO 14001 • Additional documentation (aspects, etc.) • Management review • General awareness • Training • Records
Significant Environmental Aspects • Regulated waste generation • Air emissions • Liquid discharges • Chemical/radioactive material use/storage • Other facility specific aspects • Aspects determined by reviewing reports, permits, work planning information, etc.
UT-Battelle Work Control • Work Control procedures govern all UT-Battelle activity • Work Control serves as a primary ISM implementation tool • All significant environmental aspects incorporated into work control checklists
Current EMS Status • EMS deployed • Several ISO 14001 gap assessments conducted over the past 2 years • ISO 14001 registration audit scheduled for later this FY
EMS Implementation Issues • EMS was not implemented in response to a performance problem • Integration with existing systems was critical to gain acceptance of Lab staff • Involve as many people/systems as possible in implementation • Don’t forget about regulatory compliance
