Country Profile • Lying in the northern part of the Central Asian plateau with total area of 1.566.500 square km and 2.5 million population, 40 per cent of the population is children of 0-18 age. • Mongolia is a landlocked country bordered with Russia on the north and China on the east, south and west.

Objectives of Child Money Program • Equitable and accessible distribution of wealth of society, and provision of assistance to poor and very poor households; • Ensure school enrollment of every child and prevention from communicable diseases and worst forms of child labor; and • Support child development and prevention from poverty.

  5. Eligibility Criteria for Child Money Program • Household with income lower than minimum subsistence level; • Household with 3 or more children with age of 0-18; • Child should not be drop out from school; • Child should be vaccinated; • Child should stay at home; and • Child should not engaged in a worst form of child labor.

  6. The livelihood level of particular households will be determined based on the evaluation methodology approved by Orders of Minister of Social Welfare and Labor and Chairman of National Statistical Office of Mongolia

  7. Application Documentationsfor CMP Entitlement • Application Form; • Household Livelihood Questionnaire; • Birth Certificate of Child; • School Report/Certification; • Copies of parent’s IDs.

  8. Decision making process for determining eligibility for Child Money Program • Governors of Bagh or Horoo receive and certify application documentations, and pass on to their respective social worker. • The social workers at Soums and Horoos will evaluate the livelihood level of a household based on the Governor’s certification and application documentations, and will submit it to Livelihood Support Committee of the Soum or Horoo (Procedure on Slide 18).

  9. Decision making process for determining eligibility for Child Money Program • The Committee will make a final decision. • Based on the Committee decision, the social workers will open a file for each household accepted and send a list to the local bank. • In Ulaanbaatar City, the decision of Horoo Committee will be certified by the District Labor and Social Welfare Division.

  10. Termination of CMP Entitlement • Child is reached 18 years old; • Child is adopted; • Child is deceased; • Child is sentenced based on the court decision; • Child abandoned home and lost parental control; • Child dropped out from school; • Child is failed to be vaccinated; and • Household livelihood improved.

  11. Amount of CMP Benefit • US$ 3 per child per month, US$ 36 a year; • 647,000 children from 292,000 households or 67% of all children have been covered; and • US$ 21million annually spent on CMP.

  12. Next Steps • Increase the number of children covered; • Increase the amount per child; and • Contribute to poverty reduction and cash transfer through Child Money Program.
